Summary This is a proposed amendment to the Thoroughfare Plan Map in the Community Plan to reflect recent development patterns and envisioned road connections within the Bridge Street District. The proposed amendment is the result of discussion at the February 26, 2018 City Council meeting, memo included for reference, in addition to several development proposals and other policy decisions that have been made over the past year which impact documents specific to the Bridge Street District. Background The Thoroughfare Pian Map is a component of the Dublin Community Plan focusing on the forecasted demand on the roadway network throughout the City, The plan is comprised of two elements; the first, is the map of existing and planned roads by functional classification which includes graphic representation of right-of-way widths and design elements such as medians. The second, is a table describing each roadway identified in the plan and the planned improvements including road segment, number of lanes, and existing and planned right-of-way widths. The Thoroughfare Plan guides development connections to ensure appropriate distribution of traffic demand on the roadway network along with pivotal connections throughout the region. The most recent amendment to the Thoroughfare Plan Map was in 2013 with the conversion of the Dublin Community Plan to the current website format. Proposal The proposed amendment includes two major changes to the Thoroughfare Plan Map, specific to the Bridge Street District, The first, is the reconfiguration of Riverside Drive, John Shields Parkway, Dale Drive, Rock Cress Parkway, and Bridge Park Avenue to reflect as -built conditions of the roadway network. The second, is the removal of a section of a Planned District Connector, Rock Cress Parkway, extending from the future extension of Shawan Falls Drive on the west side of Indian Run, to the existing terminus adjacent to the City Garage in the Historic District, The Thoroughfare Plan Map will identify the existing portion of Rock Cress Parkway until future extensions are identified and analyzed. As part of that discussion, a question was asked about the configuration of the North Franklin Street — Rock Cress Parkway intersection. The purpose of this memorandum is to provide clarification regarding the design of that intersection. Recommendation The alignment of Rock Cress Parkway and North Franklin Street, as designed within the construction drawings, is fully consistent with the projects' previously approved Development Plans and Final Plat approved by City Council, As designed, Rock Cress Parkway could be extended westward from the new intersection in a variety of different alignments, if the Dublin City School District property were to redevelop in the future. Regarding the City's official Thoroughfare Pian recommendations for this roadway, City Manager Dana McDaniel forwarded an email with a comprehensive background report on this issue to City Council on April 21 of 2017 (attached). This report was an outgrowth of questions raised by Dublin residents to Council on the Thoroughfare Plan's inclusion of a future roadway crossing over the scenic Shawan Falls area of the South Fork of the Indian Run. The conceptual alignment in question reflects the future westward extension of Rock Cress Parkway, connecting with a realigned eastward extension of Post Road. In the April transmittal to City Council, it was noted that the conditions that supported this conceptual alignment had changed since the adoption of the plan (see attached report). The Administration subsequently proceeded with a traffic study to understand the impacts on Bridge Street -SR 101 that might result from the removal of this alignment. This study is currently in the traffic analysis phase. Once completed, a first draft of the report and conclusions is expected in early March, which will be reviewed by staff with a final document delivered in April. At that time staff will provide specific recommendations for amending the Thoroughfare Plan. In order to provide a clearer understanding of the history and context for this decision (for both Council and the public) I asked staff to provide a brief summary of the background on this issue (acknowledging also that some of you were not on Council when the Community Plan was updated in 2013). This summary also includes the rationale, and a recommended approach for the City to appropriately reconsider this specific recommendation within the 2013 Plan. Hopefully, some of the incorporated graphics from the relevant plans and studies will help address the requests made by several Council members earlier this week to see some of the related maps, as this issue has a very important visual context. Regards, Dana Shawan Falls area Bridge Crossing: the Dublin Thoroughfare Plan Background: The Bridge Street District Vision (2010) On October 25, 2010 Dublin City Council approved the Bridge Street District Vision Plan, a document which while not putting forth detailed thoroughfare or land use plans for the District, it did provide the broad District Vision Principles and illustrative development patterns contemplated within such a planningand development paradigm. Principle Number 3 ofthefive Vision Principles: 7 Embrace Dublin's natural setting and celebrate a commitment to environmental sustainability. Celebrate the Scioto River, North/South Indian Run, and natural features as symbols of Dublin's commitment to environmental preservation and sustainability. The above illustration depicts a proposed pedestrian bridge in the area of the existing aerial sewer line as one idea to provide some level of connectivity between the proposed Indian Run District and Dublin's Historic District. Planning and Preparing for Implementation of the Vision; The Nelson Nygaard Study (2011-2012) Council's action on the Vision document in 2010, also included direction to the City Managerto move forward with the preparation of a broad range of implementation strategies and assessments (regulatory framework, fiscal impacts, infrastructure capacities, etc.) that also included direction to undertake a comprehensive assessment of transportation impacts and systems needed to service the new District. The renowned transportation planning firm Nelson Nygaard was retained to lead the Transportation planning effort forthe Bridge Street District, and its report was finalized in April of 2012. DUBLIN BRIDGE STREET CORRIDOR Final Report CITY OF DUBLIN_ w„.aro: This transportation planning effort moved forward in close coordination with the more detailed land use planning and BSD regulatory framework efforts being performed forthe District (the regulatory framework eventually became the Bridge Street District Code ). The Nelson Nygaard report provided a range of recommendations that have subsequently informed the BSD Street Standards, roadway classifications, access policies, internal trip capture rates, the BSD Code, the City's Thoroughfare Plan and overall district mobility considerations. The transportation rationale for providing this bridge crossing over this portion of the Indian Run steam corridor was based primarily upon the extraordinary transportation connectivity benefits that would result by adding a continuous east west roadway through the BSD that won Id accommodate significant amounts of 'I coal" traffic, thus avoiding the need for this local traffic to be added to the heavily congested SR 161 Bridge Street The BSD River Corridor Framework Plan (2013) In Tate 2012 and early 2013, the City of Dublin had completed all of the BSD implementation and planning studies and assessments related to infrastructure capacities (including transportation and utility plans(, fisal impact assessments, etc. and had adopted the new BSD Code (a primarily form based Code that refined land uses assessments and provided the regulatory framework to foster and help implement the new types of development planned for the BSD(. The next priority was to identity the initial geographic focus area (within the 1,000 acre BSD( for the first phare of BSD implementation. In late October of 2012 City Council (with concurrence of the Planning and Zoning Commission( determined that the Scioto River Corridor portion of the BSD would be that initial focus area, and authorized the OW Administration to quickly engage the necessary planning and engineering services to: • Explore how the previously identified public infrastructure improvements in this area (such as relocated Riverside Drive, a new Riverside Drive SR 161 roundabout, a passible Scioto River park, a pedestrian bridge, etc.( could best be planned to help facilitate the desired types of private development and redevelopment sought for this area. • Provide more guidance for the nature and character of the private development and redevelopment opportunities that exated within the River Corridor and how those would relate to the planned public infrastructure projects. One of the major outcomes of the 2013 River Corridor Framework planning effort was that the Southern Scioto River Vehicular Bridge Crossing was eliminated, and a combined pedestrian and bicycle bridge Shis affirmed at that location. The location of Northern Scioto River Vehicular Bridge Crossing (John elds Parkway) was established through this planning effort. Community Plan Update (2013) In July of 2013 the Dublin City Council approved a significant update to the City Community Plan (CP) that dealt with a range of topics, including the incorporation of the key finding from the Bridge Street Datrict and West Innovation Datrict planning efforts (the Planning and Zoning Commission reviewed and recommended approval of the proposed Community Plan Amendments(. As those CP amendments elated to the updated Thoroughfare Plan, the following graphic depicted the consensus recommendation for the BSD: The Thoroughfare Plan had incorporated the basic outcomes of the Nelson Nygaard study, as modified by the River Corridor Framework Plan, and it included only one new vehicular bridge over the Scioto River within the BSD (that being the John Shields Parkway Bridge(. It also added the proposed pedestrian -bicycle bridge over the Scioto River, although its precise alignment was later amended slightly as a result of further planning and feasibility studies (the western landing point was armed to the north to align with the proposed Rock Cress Parkway and to arrive "at grade" on North High Street(. Although several adjustments were made to the Nelson Nygaard study recommendations as a result of the Scioto River Corridor Framework Planning (including the removal of the southern vehicular bridge crossing the Scioto River), the proposed vehicular bridge over the South Fork Indian Run stream corridor near Shawan falls remained in the recommended plan and was included as part of the more comprehensive 2013 Community Plan Update. The area of this Indian Run bridge crossing was outside the geography of the Scioto River Corridor Framework plan and had not been reassessed as part of that effort. West Bridge Street District framework Plan (2016-2017) In 2016 (as a result of some growing developer interest in the area and other transportation planning and design efforts occurring in this area of the BSD) City Council designated the portion of the BSD located along both sides of West Bridge Street (west of the Historic District) as the next focus area for more detailed BSD corridor based planning. With the initial phases of this planning work completed, the planning effort has utilized the existing approved Thoroughfare Plan (2013 Amended Community Plan) as the planned roadway network. There are currently no consultants engaged in this planning effort whose scope would include reassessing possible changes to the City's approved Thoroughfare Plan in this area. As it became known that this South Fork Indian Run bridge crossing is part of the City's approved Thoroughfare Plan, there have been more public questions raised about the appropriateness of this crossing, given its potential impacts on this highly protected stream corridor, especially with its unique natural features and trail systems. Current Assessment (2017) It is clear that, with the subsequent removal of the southern Scioto River vehicular bridge crossing, the original rationale for including a vehicular bridge crossing over the South Fork Indian Run near Shawan Falls has been reduced substantially. The associated provision of a continuous east -west vehicular connection across the entire BSD, parallel to SR 161, is no longer included within the city's long term transportation plan, such that this stream crossing would only provide enhanced access to the area in and around Dublin's Historic District. Given this reduced level of BSD wide continuity and connection, it is unlikely that the Nelson Nygaard primary rationale for this vehicular stream crossing over the South Fork Indian Run still exists. The Administration recommends that the scope of the current West Bridge Street Framework planning effort be broadened to fully and appropriately assess the impacts of the removal of this bridge from the Thoroughfare Plan, and how best to manage the traffic that will be diverted to other routes. Additionally, the Administration wants to make it clear that there are not currently any plans or capital programs on the part of the city, nor any known plans of any developer, that would suggest the design and or construction of this bridge is advancing or being contemplated. Like many other portions of the City's Thoroughfare Plan, this crossing reflects a long term vision for this infrastructure, with no current programming for its implementation. On a related note, we would like to clarify that, although we believe the primary rationale for the proposed crossing of the South Fork Indian Run at this location is likely reduced with the removal of the southern Scioto Bridge crossing, we strongly believe that the need to eventually cross the North Fork Indian Run with John Shields Parkway continues to represent a critically needed roadway connection that will provide the primary opportunity to help mitigate some of the future traffic congestion at the intersection of the Bridge Street and High Street intersection. That said, the Plan contemplates that this bridge will be for a two-lane roadway, and can be designed in a fashion to minimize its negative impacts on the corridor. Finally, we would also like to emphasize that even though the need for the South Fork Indian Run stream vehicular crossing needs to be reconsidered, it is likely that a pedestrian -bicycle structure over this steam (over the existing aerial sewer line) will be appropriate at some point in the future. Additionally, the removal of this stream crossing will not affect the need for the extensions of Post Road from the west to John Shields Parkway-Shawan Falls Drive; nor does it reduce the need for and benefits of the proposed Rock Cress Parkway from High Street on the east, extending west into the potential future development of the DCSD property (if it were to ever occur). Background Over the past 18 months, several development approvals and other policy decisions have been made that have impacted the adopted Thoroughfare Plan Map, as well as the Bridge Street District Street Network Map. The results of these actions are modifying both documents. This specific submittal addresses changes that only affect the Thoroughfare Plan Map, which is detailed below. B. Proposal This proposed amendment is to revise the Thoroughfare Plan Map to reflect recent development patterns and envisioned road connections within the Bridge Street District. The amendment includes two major changes to the Thoroughfare Plan Map. The first, is the reconfiguration of Riverside Drive, John Shields Parkway, Dale Drive, Rock Cress Parkway, and Bridge Park Avenue to reflect as -built conditions of the road network since the plan was last adopted. The classification of each listed roadway will also change to identify existing connections as opposed to planned (future) corridors. The second, is the removal of a section of a Planned District Connector, Rock Cress Parkway, extending from the future extension of Shawan Falls Drive on the west side of Indian Run, to the existing terminus of Rock Cress Parkway on the east adjacent to the City garage in the Historic District. Dublin Planning and Zoning Commission August 23, 2018 — Minutes Page 10 of 12 Logan Stang explained the Thoroughfare Plan is part of the Community Plan, and identifies both existing and planned roadway connections throughout the City of Dublin. He said if there are existing roadways that are planned for future improvements, widenings, etc., those are identified in the Thoroughfare Plan. He said there are classifications for specific roadway networks: collectors, major and minor arterials, local, and freeways. The plan guides the larger connection points such as the Tuttle Crossing Boulevard extension. He said these are typically reviewed during rezoning applications with Planned Unit Developments (PUDs) or even standard district zonings. Mr. Stang stated the specific modification that is proposed with this application was highlighted within the Bridge Street District. He stated that the only proposed change was the removal of the extension of Rock Cress Parkway from its existing terminus to the west to Shawan Falls Drive, over the Indian Run. Bob Miller asked if the modification was due to concerns regarding a bridge over the stream, which Mr. Stang responded in the affirmative. Mr. Papsidero explained, historically, when the arterial was initially planned, Rock Cress Parkway was going to be extended across the Scioto River, parallel to W. Bridge Street to provide more connectivity. He stated this dealt with the redevelopment of the OCLC Campus, which had been studied five to seven years ago, predating Bridge Park. He noted that during the W. Bridge Street Framework Plan process, members of the public and Council questioned the need for a bridge crossing at that location, particularly when the OCLC project was not going to move forward. He reported subsequent to that, Engineering did a traffic study to understand the implications of removing the Rock Cress extension and found the impacts were minimal. Tina Wawskewicz said the traffic analysis showed the vehicular connection across the river is going to be John Shields Parkway, which makes that connection much stronger. She explained by taking out the link of Rock Cress Parkway the rest of the grid system absorbed impacts. Mr. Miller asked Ms. Wawskewicz about the timing of the construction of the John Shields Parkway Bridge. She answered it is in the Capital Improvements Program as "a beyond category", which means beyond five years for construction.
