A RESOLUTION SUPPORTING ATTRIBUTABLE FUNDING APPLICATIONS
TO THE MID -OHIO REGIONAL PLANNING COMMISSION (MORPQ FOR
THE TUTTLE CROSSING BOULEVARD EXTENSION AND AVERY ROAD
WIDENING, US33/SR161/FRANTZ ROAD/POST ROAD INTERSECTION
IMPROVEMENTS, AND THE RIVERSIDE DRIVE SHARED USE PATH, PHASE
2 PROJECTS AND APPLICATION TO THE OHIO PUBLIC WORKS
COMMISSION (OPWC) FOR THE TUTTLE CROSSING BOULEVARD
EXTENSION AND AVERY ROAD WIDENING PROJECT
WHEREAS, the extension of Tuttle Crossing Boulevard between Wilcox Road and Avery Road,
and the widening of Avery Road between Dublin's southern corporation limit and Rings Road
West is included in the Community Plan; and
WHEREAS, the US 33/SR 161/Frantz Road/Post Road Intersection has been previously identified
for capacity and safety improvements; and
WHEREAS, the Riverside Drive Shared -Use Path on the east side of Riverside Drive from Tonti
Drive to Dublin's northern corporation limit is included in the Community Plan; and
WHEREAS, each project provides much needed improvements to the transportation
infrastructure in Dublin and the region; and
WHEREAS, each project will provide bike and pedestrian connections within the project limits as
is safe and practical; and
WHEREAS, Dublin has determined that it is necessary to submit applications for financial
assistance for these capital infrastructure improvement projects.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its
elected members concurring, that:
Section 1. Dublin City Council respectfully supports all efforts to obtain funding from the Mid -
Ohio Regional Planning Commission (MORPQ and/or the Ohio Public Works Commission (OPWC)
to assist in advancing the Tuttle Crossing Boulevard Extension and Avery Road Widening, US
33/SR 161/Frantz Road/Post Road Intersection Improvements, and Riverside Drive Shared -Use
Path projects,
Section 2. Dublin City Council is committed to the local funding level included with each
req uest,
Section 3. The City Manager is hereby authorized to apply to the Mid -Ohio Regional Planning
Commission Attributable Funds for financial assistance for the following capital transportation
infrastructure improvement project(s): Tuttle Crossing Boulevard Extension and Avery Road
Widening; US 33/SR 161/Frantz Road/Post Road Intersection Improvements; and Riverside Drive
Shared Use Path.
Section 4. The City Manager is hereby authorized to apply to the District Three Public Works
Integrating Committee and the Ohio Public Works Commission for financial assistance for the
following capital transportation infrastructure improvement project: Tuttle Crossing Boulevard
Extension and Avery Road Widening.
Section S. The City Manager is authorized to enter into any agreements as may be necessary
and appropriate for obtaining this financial assistance.
Section 6. This Resolution all be effective upon passage in accordance with Section 4.04(a)
of theRe ed Charter.

MORK expects approximately $25 million to be awarded in this round. MORK staff will score and
rank the applications. The MORK Attributable Funding Committee will review the application
scores/rankings and will recommend projects for funding. A draft list of projects selected for

funding will be published by December, with a public review and comment period following.
MORK expects to approve the new funding commitments in February 2019.
OPWC Funds
The Tuttle Crossing Boulevard Extension and Avery Road Widening project was also selected for
the OPWC infrastructure funds due to project readiness and broad benefits to Dublin and the
region. MORK expects approximately $26.85 million to be available for OPWC awards this funding
round, through both grants and revolving zero percent interest loans. Successful grants for this
funding opportunity typically range from $500,000 to $3,500,000. Applications will be scored by
mid-November, with final approval of successful applications completed in mid-December.
OPWC funding for this round of applications will become available July 1, 2019 and work must
begin prior to May 31, 2020, so projects that are construction ready score higher and are more
likely to receive funding. MORK uses the following types of criteria to evaluate OPWC
applications: safety improvements; infrastructure condition rating; job retention/creation; capacity
improvements; project readiness; public involvement; average daily traffic on project roadways;
and pedestrian/bikeway system improvements. This funding source may be used as the required
twenty percent local match for the MORK Attributable Funds grant.
Tuttle Crossing Boulevard Extension and Avery Road Widening
The Tuttle Crossing Boulevard Extension, from Wilcox Road to Avery Road, and Avery Road
Widening, from Dublin's southern corporation limit to the Rings Road West intersection is a
regionally important project. Included in Dublin's Community Plan, this project provides a much
needed east -west link in the transportation system, as well as dedicated bike and pedestrian
facilities along both Avery Road and Tuttle Crossing Boulevard. A shared -used path is also
included along Rings Road, as well as sidewalk extensions along Cara Road and Cara Court.
Water and sanitary sewer utilities will also be extended along Tuttle Crossing Boulevard, Rings
Road West, Cara Road and Cara Court. Providing direct access to the interstate system and
increasing capacity on Avery Road will improve driving conditions in the southwest portion of the
City and neighboring portions of the region (see Figure 1 below).

Presently, the construction cost of this project is estimated to be $16.9 million and is on schedule
to be built in 2020. Dublin has already been awarded $7 million for construction through the
MORPC Attributable Funding program. Due to cost increases, Dublin is requesting an additional
$6.56 million, for a grant totaling $13.56 million if this new application is successful. Additionally,
staff is submitting an application to OPWC requesting $3.39 million for construction to cover the
project's 20 percent local match requirement for the Attributable Funds grant.
US 33/SR 161/Frantz Road/Post Road Intersection Improvements
The US 33/SR 161/Frantz Road/Post Road Intersection Improvements is a regionally important
project. This project will identify an intersection configuration which (1) decreases congestion, (2)
enhances safety, (3) accommodates pedestrians and bicyclists, (4) blends with the surrounding
development, and (5) works with the West Bridge Street District street network. It has a history of
being in the MORPC Top 5 High -Crash Intersections by Jurisdiction for many years, generally in the
top two intersections for Dublin. General project location is shown below in Figure 2.

With more traffic traveling through this intersection than at any other at -grade intersection in
Dublin, this location is severely congested during both the morning and evening rush hours,
particularly for the following movements: northbound Frantz Road; to westbound US 33/SR 161
(afternoon rush hour); Southbound Post Road to westbound US 33/SR 161 (morning and
afternoon rush hour); eastbound US 33/SR 161 to northbound Post Road (morning rush hour).
Presently, the conceptual estimated construction cost of this project is expected to be nearly
$11.00 million in 2018 dollars and is scheduled to be built beyond 2023. Dublin is requesting $8.68
million from MORPC's Attributable Funds toward construction. Awards for Attributable Funds are
expected to become available in 2024-2025. This project is still in the development phase; due to

the anticipated timeframe for funding, it is important that we start applying for grants at this time
to be construction ready when awarded funds may become available.
Riverside Drive Shared -Use Path
Dublin's Community Plan has depicted a path system along Riverside Drive since 1999. This project
would provide a regional connection in the shared -use path system from Tonti Drive to Dublin's
northern corporation limit. The project will construct approximately 7,000 feet (1.33 miles) of
eight -foot wide asphalt shared -use path with 5,250 -feet along the east side of Riverside Drive
between Tonti Drive and the Dublin northern corporation limit, near the intersection with Stratford
Avenue and 1,750 -feet along the north side of Summit View Road between Riverside Drive and
Camden Lakes Boulevard.

This part of the system will link into the broader regional system. Once this connection is in place,
pedestrians will be able to access, via shared -use paths, several Dublin area parks, including
Riverside Park, Ferris -Wright Park, including the Indian burial grounds, the Kiwanis Riverway Park,
Dublin Spring Park, Indian Run Falls Park, Thaddeus Kosciuszko Park, and many others.
Additionally, numerous neighborhoods will benefit from this path, including Riverside Woods,
