A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE
2018 BRIDGE MAINTENANCE — ASHBAUGH ROAD PROJECT

WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the
Dublin Code, for the 2018 Bridge Maintenance — Ashbaugh Road Project; and
WHEREAS, Council has determined that the bid submitted by The Righter Co., Inc.
constitutes the lowest and best bid.
NOTHEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
ry of its elected members concurring, that:
Section 1. The bid submitted by The Righter Co., Inc. in the total amount of
$423,982.92 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts with
The Righter Co., Inc. for performance and completion of the 2018 Bridge
Maintenance — Ashbaugh Road Project pursuant to the Advertisement, Proposal and
Contract Documents for said project on file in the office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City Manager,
the Director of Law, the Director of Finance, the Clerk of Council, or other
appropriate officers of the City to prepare and sign all other agreements and
instruments and to take any other actions as may be necessary to implement this
Resolution and complete the Project.

Summary
Re. Resolution No. 44.18 — Bid Acceptance for 2018 Bridge Maintenance —
Ashbaugh Road Project
On July 31, 2018, four (4) bids were received, publicly opened and read by Engineering staff for the
2018 Bridge Maintenance — Ashbaugh Road project, The project is on Ashbaugh Road, just north of
Brand Road and involves the removal of the existing bridge and installation of a new three -sided arch
culvert (bridge) with stone veneer. The existing Ashbaugh Road bridge is one lane in width and the new
bridge will also be one lane. For Council's reference and review, a reduced copy of the project
construction drawings has been placed in the Council Planning Room,
The Engineer's estimate is $435,000. The budgeted funds for the 2018 Bridge Maintenance project in
the 2018 Capital Improvement Program are $305,000 from account AT18C, Annual Bridge Maintenance,
The additional funds needed for this project will be from available funds in the 2018 Shared Use Path
Maintenance account (AT183, $175,000 available) and the 2018 Parking Lot Maintenance account
(AT187, $15,000 available),
The Righter Co., Inc. submitted the lowest and best bid of $423,982,92, Staff has reviewed all bids and
a summary of the bids is listed below.

Staff anticipates the construction to commence in September 2018. Ashbaugh Road will be closed to
pedestrian and vehicle traffic at the project site for the duration of the construction period. The
completion date for the project is May 31 2019.
Recommendation
Staff has reviewed the bid submitted by The Righter Co., Inc, Previous experience with The Righter Co,,
Inc. has been very favorable, including the 2017 Pedestrian Tunnel Improvements and the Avery-
Muirheld Drive over U.S, 33 Barrier Improvements (2009),

Staff recommends Council approval of Resolution No, 49.18, accepting as lowest and best the bid of The
Righter Co,, Inc, in the amount of $4230982.92 and authorizing the Gly Manager to enter into a contract
with The Righter Co., Inc, for this project,
