Resolution 028-18RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No. 28-18 Passed , 20 A RESOLUTION TO EXPRESS SUPPORT OF COMPLETE STREETS PRINCIPLES WHEREAS, the City of Dublin has long been a proponent of accommodating a I I modes of transportation within the public right-of-way, including but not limited to travel by pedestrians, bicyclists, transit users, motorists, emergency and commercial vehicle operators; and WHEREAS, the City recognizes the importance of meeting the transportation needs of all its citizens by providing street networks that safely connect to all properties, creating a more livable and welcoming community to all citizens, regardless of age or ability; and WHEREAS, the City of Dublin Community Plan, adopted by City Council on July 1, 2013 provides guidance and direction consistent and compatible with Complete Streets principles, and WHEREAS, Complete Streets are right-of-ways that are planned, designed, constructed, operated and maintained in such a way as to enable safe, comfortable and convenient access along and across the right-of-way by users of all ages and abilities, including but not limited to, pedestrians, bicyclists, transit riders, motorists, emergency, freight, and commercial vehicle operators; and WHEREAS, continued support of Complete Streets principles enhances and increases the overall capacity of the City's transportation network for all users; and WHEREAS, Council recognizes that non -motorized transportation options are an important means of transportation, with significant benefits for the environment and public health; and WHEREAS, Complete Streets are context sensitive, so that the street design complements and enhances the surrounding land use and community character; and WHEREAS, Complete Streets may include facilities and amenities, including but not limited to; sidewalks and pedestrian safety improvements such as medians, curb extensions and crosswalks; ADA (Americans with Disabilities Act) accessible curb ramps and accessible pedestrian signals; transit shelters and signs and improved pedestrian and bicycle access to transit stops and stations; bicycle detection at intersections and wide travel lanes, bike lanes, or shared use lanes; bicycle parking facilities; street trees, landscaping, street lighting, street furniture; pavement markings and signs; and adequate drainage facilities, including opportunities for storm water quality treatment facilities. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. City Council supports Complete Streets principles. Section 2. City Council directs City Departments to consider Complete Streets principles in the transportation planning process in the design, construction, operation, and maintenance of new and reconstruction transportation projects in the public right-of-way. Section 3. City Council directs City Departments to consider Complete Streets principles when evaluating private development proposals. se.4tion 4. The City of Dublin is anticipating submitting a Bicycle Friendly City application in early August with the goal of achieving a Silver level status. Based on the feedback we received from the league from the previous application in 2016, passing a formal Complete Streets resolution provides an opportunity for Dublin to achieve a higher scare through the application process. Staff has drafted a resolution for adoption by City Council to express support of Complete Streets principles, This resolution recognizes the importance of providing an integrated, balanced, and safe transportation network that accommodates all modes of transportation and meets the needs of all users regardless of age or ability. Complete Streets principles enhance and increase the overall capacity of the City's transportation network and provide significant benefits for the environment and public health. The resolution requires City Departments to consider Complete Streets principles in the transportation planning process for new and reconstruction transportation projects and when evaluating private development proposals. Complete Streets are a core component of the City's mobility strategy and contribute directly to the health, safety, economic development, and quality of life in the City of Dublin. Inclusion of Complete Streets principles helps Dublin's transportation network to become safer, more accessible, more comfortable, and more convenient for all road users. Initiated in 2016, the Dublin Mobility Study is a multi -phase planning effort to assess existing conditions of the City's transportation network and to develop a shared transportation vision to guide the City's policy, design, and implementation strategies for multimodal mobility improvements. Staff is aware of several communities in the region that have adopted Complete Streets resolutions, including Columbus (2008), Upper Arlington (2014), Hilliard (2012) and Westerville (2012). Recommendation Staff recommends Council approval of Resolution No. 2818 expressing support of Complete Streets principles.
