Resolution 021-18RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No. 21-18 _ Passed , 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE EMERALD PARKWAY BRIDGE DECK OVERLAY WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 3Y of the Dublin Code, for the Emerald Parkway Bridge Deck Overlay; and WHEREAS, Council has determined that the bid submitted by Bridge Specialists, Inc. constitutes the lowest: and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of its elected members concurring, that: Section 1. The bid submitted by Bridge Specialists, Inc. in the total amount of $975,351.04 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Bridge Specialists, Inc. for performance and completion of the Emerald Parkway Bridge Deck Overlay pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Ordinance and complete the Project. Section 4. The Engineer's estimate is $1,520,,000. This preventive maintenance project will remove and replace the concrete deck of the Emerald Parkway bridge over the Scioto River (between Dublin Road and Riverside Drive.) A copy of the construction drawings has been placed in the Council Planning Room for your reference and review. The budgeted funds for the Emerald Parkway Bridge Deck Overlay in the 2018 Capital Improvemem Program are $2,500,000 from account ET162, Emerald Parkway (Scioto) Deck Overlay. Messaging & Communication Strategy Brief Collaborative effort led by Communications & Public Information 3.28.2018 Subject 2018 Emerald Parkway Deck Overlay project Background Engineering will be performing preventive maintenance on the Emerald Road Bridge over the Scioto River between Riverside Drive and Dublin Road. This work will be accomplished using a technique called hydro - demolition, which involves removing the top surface of the pavement with equipment that acts as a large power -washer. Traffic will be maintained in both directions at all times, except for two separate weekend closures when traffic, one direction at a time, will be detoured to Glick Road. In consultation with Community Events and Police, reviewing the dates for special events and considering the overlay has to be done in dry/warm weather, Engineering determined the main deck work and the needed closures would be best done after the tournament and before Irish Festival. Communication Goal(s) • Emphasize the positive aspects, specifically in regards to safety and maintaining the City's high standards for infrastructure • Provide clear, consistent messages about maintenance of traffic • Clearly communicate detour information and emphasize that there is a reasonable detour and many other alternate routes. (specifically Fire/EMS) • Media (Dublin Villager, others) Key Messages • The City of Dublin has high standards for the safety and maintenance of our infrastructure. • This preventive maintenance is necessary to ensure the safety of this bridge for decades to come. • Traffic will be maintained in both directions at all times, except for two separate weekend closures when traffic (one direction at a time) will be detoured to Glick Road. The closures must be weekend closures and must occur between June 7, 2018 and July 24, 2018. The eastbound lanes will be closed the first weekend, followed by the westbound closure. The weekend closures must begin after 7 p.m. on Friday evening and conclude before 6 a.m. on Monday. Exact dates have not yet been determined. Once a schedule is developed, it will be subject to change because the work is weather dependent.
