Form No. 30043 Ordinance No. 24-18 Passed , 20 AN ORDINANCE AMENDING SECTIONS 2 AND 14 OF ORDINANCE 15-17 (COMPENSATION PLAN FOR NON-UNION PERSONNEL) PERTAINING TO THE DIVISION OF RECREATION SERVICES WHEREAS, Council has determined, upon the recommendation of the City Manager, that certain sections of the Compensation Plan for non-union personnel should be amended; and WHEREAS, Council has determined, that these amendments facilitating the reorganization of the Division of Recreation Services are necessary for the enhancement of customer service and operational effectiveness of the City of Dublin; NOW, THEREFORE, BE IT ORDAINED By the Council of the City of Dublin, State of Ohio, of the elected members concurring: Section 1. That Section 2 (Wage &Salary Structure/Administration), paragraph A. of Ordinance No. 15-17 be amended by deleting the classification of Member Services Supervisor (5.1) and adding the job classification of Member Services Coordinator (5.2) as follows: Division of Recreation Services Classification Title Pay Grade Member Services Coordinator 5.2 Section 2. That Section 14 (Overtime/Compensatory Time), paragraph C, of Ordinance No. 15-17 be amended by eliminating the Membership Services Supervisor classification and replacing it with the Membership Services Coordinator classification in the list of positions identified as exempt under the heading of Administrative Exemptions pertaining to the Fair Labor Standards Act (FLSA). These enhancements would also result in a cost savings for the City. Memo re. Ord. 24-18— Amending the Compensation Plan February 22, 2018 Page 2 of 4 Proposal Attached for your consideration is Ordinance No. 26-18, amending Ordinance No. 15-17 (Non - Union Compensation Plan). Adoption of this ordinance will accomplish the following: • Reclassify the Member Services Supervisor (5.1) (Exempt) to a Member Services Coordinator (5.2) (Exempt). • Facilitate the reorganization of the Recreation Services Division allowing for the alignment of the new Member Services Coordinator under the Recreation Operations Supervisor. • Further enhance customer service by joining membership and operations work units. • Further enhance teamwork of two groups supporting the same customer base by putting them on the same team. Impacts There are no impacts to the current personnel due to this reclassification as the current incumbent of Member Services Supervisor position has requested retirement leaving the position vacant by the end of February 2018. The financial impact of this change will not change the number of positions allocated in the Operating Budget, but would involve a reclassification of the Membership Services Supervisor (5.1) to a lower classification of Membership Services Coordinator (5.2). Using the top of the target range from the compensation plan, the estimated budget impact is a reduction of $8,200. Since the position is allocated to two budgets, $4,920 (60%) will be saved in the Community Recreation Center budget (22540441) and $3,280 (40%) will be saved in the Recreation Services budget (22540440). The Personnel Data Sections of the approved 2018 Operating Budget pertaining to the Division of Recreation Services will be annotated to reflect the reclassification of the Member Service Supervisor to a Coordinator, if approved. Recommendation Staff recommends adoption of Ordinance 24-18 at the second reading/public hearing on March 12, 2018.
