Ordinance 072-17Dayton Legal Blank, Inc. 72-17 Ordinance No. RECORD OF ORDINANCES Form No. 30043 Passed , 20 AN ORDINANCE AMENDING CHAPTER 51 ESTABLISHING USER FEES AND CAPACITY CHARGES FOR THE SANITARY SEWER WHEREAS, a financial analysis of the City's Water and Sewer Funds is conducted annually as part of the Capital Improvements Program update; and WHEREAS, the financial analysis is completed to evaluate the water and sewer system rate structure and projected fund balance in the Water and Sewer Funds; and WHEREAS, the City's goal is to maintain water and sewer rate structures, which are adequate to ensure the Water and Sewer Funds (Enterprise Funds) are self-supporting, including the costs of operations, maintenance of the systems, debt service obligations and necessary capital replacements; and WHEREAS, based on the financial analysis completed as part of the 2018 — 2022 Capital Improvements Program update, it is necessary to amend the fees for the sanitary sewer user fees and capacity charges. NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, of the elected members concurring, that: Section 1, Section 51.64 of the Codified Ordinances to be amended to read as follows: (A) The following rate is the charge for sewer service and use and is based on metered consumption of water for the area of the pity served by the City of Columbus: Rate Per 1,000 Cubic Feet Effective Date OM&R Debt Service Total January 1, 2017 $6.94 $4.91 $11.85 Janua 112018 $6.92 $5.43 $12.35 (13) The�%se rates are in addition to the sewer rates charged by the City of Columbus. Mumma, Director of Financit Re.1l Ordinance 72-17, Amending Chapter 51 Establishing User Fees and Capaci Charges for the Sanitary Sewer I During the first reading of Ordinance 72-17 on October 23, 2017, Council requested two additional pieces of informationa the current and projected debt service for the water and sewer funds, and whether Columbus had any low income water and sewer discount programs available for our residents. The 20 -year bonds for the Dublin Road tower were issued in 2012 in the amount of $2,360,000. At year-end, the outstanding principal balance will be $1,885,000. While there are ongoing capital maintenance needs for the water system (including tower maintenance and booster station upgrades), there are no plans to issue debt to fund these Mprovements. Sewel- Fund The Sewer Fund currently has debt outstanding for the Upper Scioto West Branch Interceptor and for various sewer lining projects. The financing for the Upper Scioto West Branch Interceptor (USWBI) was provided through the Ohio Water Development Authority (OWDA). The original loan amount was $19,716,717 and was obtained in 1999. As of December 31, 2017, the outstanding principal balance will be $661,154. This debt will be paid off in 2018. 20 -year bonds have been issued frequently for sewer lining and manhole rehab/repair. Outstanding principal balance as of December 31, 2017 will be $2,030,000. $2,500,000 issued in 2015. Outstanding principal balance as of December 31,, 2017 will be $2,335,000. It is important to note that many of these improvements are in accordance to the schedule needed to comply with the ector"s Final Findings and Orders" issued by the Ohio Environmental Protection Agency (OEPA). Low Income Water and Sewer Discount Proarams The City of Columbus Department of Public Utilities does offer a 20% discount on water and sewer consumption charges for qualifying low-income customers. Income requirements are based on federal poverty standards. Additionally, Columbus offers a senior citizen water discount program that is also based on age and household income. The attached documents provide program details and the applications for both the low income and senior discount programs that must be completed by a customer seeking assistance. We will include a link on our website to the City of Columbus'site for utility discounts. Staff recommends approval of Ordinance No. 72-17 at the second reading/public hearing on November 6, 2017. To be eligible for the discount, applicants must have an active City of Columbus water or sewer account for their residence in their name (or spouse's name) and meet at least one of the following requirements: 1) Household income must be less than 150% of the current U.S. Bureau of Cen- sus federal poverty level. You must provide proof of current household income with the following for all household members over 18: • Income tax return W-2 forms • Benefit letter from Social Security • Pension award statement -OR- 2) Applicant must be currently enrolled in a qualifing low income program. Mumma, Director of Finance Ordinance 72-17 - Amending Chapter 51 Establishing User Fees and Capacity Charges for the Sanitary Sewer As part of our rate (surcharge) analysis, staff also expects to review the "targeted" fund balance ""policy" for both the Water and Sewer Funds. Best practices and other industry standards will be reviewed to determine whether the fund balance should be measured against the historical value for each system's capital assets,, or if there is a more appropriate measure (such as a percentage of revenue or expenditures). Based on the upcoming review of these two areas in early 2018, staff is proposing an increase in the sewer surcharge of $0.50 per 1f000 cubic feet. This adjustment is reflected in Ordinance 72- 17.
