Resolution 074-17RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No. 74-17 Passed , 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE 2017 TUNNEL IMPROVEMENTS PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the 2017 Tunnel Improvements Project; and WHEREAS, Council has determined that the bid submitted by The Righter Co., Inc. constitutes the lowest and best bid; and NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, f'0'07 of its elected members concurring, that: Section 1. The bid submitted by The Righter Co., Inc. in the total amount of $198,782.00 is hereby accepted, Section 2. The City Manager is hereby authorized to enter into contracts with The Righter Co., Inc. for performance and completion of the 2017 Tunnel Improvements Project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the Project. Richardson, P.E., P.S., Senior Civil Engineer Re: Resolution NoW 74-17 - 2017 Tunnel Improvements Bid Acceptance On October 11, 2017, four (4) bids were received, publicly opened, and read for the 2017 Tunnel Improvements project. This project involves maintenance work at four pedestrian tunnel locations. The locations are: Aryshire Drive at Deer Run; Memorial Drive at Cartney Court; Concord Road north of Glick Road; and Memorial Drive near Holyrood Court. The Engineer's estimate is $190,000.00. The budgeted funds for this construction project are from the 2017 Capital Improvements Program (CIP) AT178, Annual Pedestrian Tunnel Maintenance and total $225,000.00. The Righter Co., Inc. submitted the lowest and best bid of $198,782.00. Staff has reviewed all bids and a summary of the bids is listed below. Res. 74-17 - 2017 Tunnel Improvements Bid Acceptance October 19, 2017 Page 2 of 2 The higher bids above our Engineer's estimate can be attributed in part to the stone veneer and asphal), work exceeding our estimate by approximately $9,000. We believe The Righter Co.,, Inc. bid for the stone veneer and asphalt work is reasonable and appropriate. Staff anticipates the majority of the construction will start in March 2018. An interim completion date of May 18, 2018 is required for all work except painting the H -Pile retaining wall, which shall be completed by August 31, 2018. Work at the tunnels will require closure to all pedestrian and bike traffic. Staff will coordinate with the Muirfield Association and The Country Club at Muirfleld Village (CCMV) on the closure schedules. In accordance with Ordinance 99-15,. CCMV is responsible for the replacement/repair of the path insid the Memorial Drive tunnel near Holyrood Court. The CCMV will reimburse the city $2,780.00 for replacement of the deteriorated path in this tunnel. I Staff has thoroughly reviewed the bid from The Righter Co., Inc. Previous experience with The Righter Co., Inc. has been very favorable, including these projects: Avery-Muirfield Drive over U.S. 33 Barrier Improvements (2009) and Dublin Road (S.R. 745)/Brandonway Drive Bikepath Tunnel (1998). Staff recommends Council approval of Resolution No. 74-17, accepting as lowest and best the bid of The Righter Co.,, Inc. in the amount of $198,782.00 and authorizing the City Manager to enter Into a contract with The Righter Co., Inc. for this project,
