Resolution 067-17RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 67 -17 Resolution No. Passed A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE 2017 SANITARY MANHOLE REHABILITATION PROGRAM WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the 2017 Sanitary Manhole Rehabilitation program; and WHEREAS, the current Community Plan states an objective to continue efforts to remove inflow and infiltration sources within the existing sanitary sewer system; and WHEREAS, on September 12, 2017, three (3) bids were received for the 2017 Sanitary Manhole Rehabilitation program; and WHEREAS, Council has determined the bid submitted by Municipal & Contractors Sealing Products, Inc. constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, _ of its elected members concurring, that: Section 1. The bid submitted by Municipal 8( Contractors Sealing Products, Inc. in the total amount of $204,358.00 is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into contracts with Municipal & Contractors Sealing Products, Inc. for performance and completion of the 2017 Sanitary Manhole Rehabilitation program pursuant to the Advertisement, Proposal and Contract [documents for said project on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Ordinance and complete the Project. Section 4. That this Resolution shall take effect and be in force on the earliest date permitted law. The City will have a designated Engineering Project Inspector assigned to this project who will be available to respond to questions and manage access needs. The Engineer's estimate for this program is $275,000. Funds for this program of $275,000 for Project Number ES122 are budgeted in the Sewer Fund this year, as documented in the 2017-2021 Capital Improvements Program (CIP), Municipal ♦ Contractors Sealing Products, Inc. submitted the lowest and best bid of $204,358.001, Staff has thoroughly reviewed all bids as summarized below. Archon Construction Co.,, Inc. $482,750.00 +75.5% N/A For Council's reference and review, a copy of the maps depicting the locations of this work has been placed in the Council Planning Room. Res. 67-17 - Bid Acceptance for the 2017 Sanitary Manhole Rehabilitation Program September 21, 2017 Page 2 of 2 Based on a conversation with Municipal & Contractors Sealing Products, Inc., and on past experience with their work, staff believes they understand the scope of the work expected for tht cementitious lining. Municipal & Contractors Sealing Products, Inc. indicated their price bid is typical for this type of work performed for the City of Columbus sanitary sewer infrastructure. Municipal & Contractors Sealing Products, Inc. performed the 2012 and 2015 Sanitary Sewer Manhole Rehabilitation Project in the City of Dublin with good success, and Engineering staff had excellent results from their work.
