A RESOLUTION ACCEPTING THE LOWEST AND BEST
BID FOR THE BRIDGE MAINTENANCE — DUBLIN
RECREATION CENTER AND MUIRFIELD DRIVE AT
DUBLINSHIRE DRIVE PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the
Dublin Code, for the Bridge Maintenance — Dublin Recreation Center and Muirfield
Drive at Dublinshire Drive Project; and
WHEREAS, Council has determined that the bid submitted by Complete General
Construction Company constitutes the lowest and best bid.

NOW THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
T / of its elected members concurring, that:
Section 1. The bid submitted by Complete General Construction Company in the
total amount of $255,673.00 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts with
Complete General Construction Company for performance and completion of the
Bridge Maintenance — Dublin Recreation Center and Muirfield Drive at Dublinshire
Drive Project, pursuant to the Advertisement, Proposal and Contract Documents for
said project on file in the office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City Manager,
the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate
officers of the City to prepare and sign all other agreements and instruments and to
take any other actions as may be necessary to implement this Ordinance and
complete the Project.
Section 4. This Resolrse n shall take effect upon passage in accordance with
Sec o 4.04(a) of the d Charter.

The Engineer's estimate Is $240,000.00. The budgeted funds for this construction project are from the
2017 Capital Improvement Program (CIP) AT17C Annual Bridge Maintenance and total $405,000.00.
Complete General Construction Company submitted the lowest and best bid of $255,673.00. Staff has
reviewed all bids and a summary of the bids is listed below.

For Council-s reference and review, a reduced set of project construction drawings has been placed in
the Council Planning Room.
The higher bids above our Engineer"s estimate can be attributed to the stone veneer work exceeding our
estimate by over $17,000. The need to minimize the time of the tunnel and bridge closure likely caused
a premium to the bid. We believe Complete General Construction Company's bid for the stone veneer
work is reasonable.

Staff has thoroughly reviewed the bid from Complete General Construction Company. Previous
experience with Complete General Construction Company has been very favorable, including these
recent projects: SR 161/Riverside Drive Roundabout (Part 1) and Riverside Drive Realignment
North High Street Widening; and Tunnel Improvements — Carnoustie Drive at Preston Mill Way.
Staff recommends Council approval of Resolution No. 65-17, accepting as lowest and best the bid of
Complete General Construction Company in the amount of $255,,673.00 and authorizing the City
Manager to enter into a contract with Complete General Construction Company for this project.
