Resolution 038-17RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No. 38-17 Passed A RESOLUTION ESTABLISHING THE CITIZENS' ADVISORY COMIMITTEE, WHICH SHALL PROVIDE A RECOMMENDATION FOR A TRANSITIONAL DESIGN ELEMENT AT THE NEW DUBLIN BRANCH OF THE COLUMBUS METROPOLITAN LIBRARY 20 WHEREAS, Dublin City Council has authorized the execution of a Development Agreement with the Columbus Metropolitan Library that provides for the cooperative development of a new branch library in the City of Dublin, a new parking structure and a series of adjacent roadway improvements; and WHEREAS, pursuant to Dublin's development regulations, the Columbus Metropolitan Library has submitted a Basic Plan for the new library that was approved by Dublin City Council on April 24, 2017, with the condition that "The applicant and the City engage in a collaborative, committee -based process to define a transitional design element that is integrated within the Library's public space, which will be reviewed and approved by City Council with the Site Plan Review application;" and WHEREAS, the Columbus Metropolitan Library and the City now desire to advance the design of this element with the goal of establishing a strong visual connection (or transition) between Dublin's historic identity (represented by Historic Dublin's existing built environment) and its dynamic future (represented by the library building); and WHEREAS, to facilitate this design element, both the City of Dublin and the Columbus Metropolitan Library desire that a public engagement process be established that would include, an advisory committee of Dublin civic leaders to provide input to and recommend the design of this "transitional design element" that will be incorporated into the site improvements around the new library; and WHEREAS, to facilitate the timely selection and design of such a transitional design element to occur in close coordination with, and as an integral part of, the overall final design of the new library and its associated site improvements, and in order that the element's character, location and materials are fully and appropriately integrated into the overall library project design. NOW THEREFORE BE IT RESOLVED by the Council of the C i ty of Dublin, ' of its elected members concurring, that: Section 1. Dublin City Council hereby establishes the Citizens' Advisory Committee, designating its members, establishing its scope of activity and its specific advisory responsibilities in order to achieve the mutual goals of the City of Dublin and the Columbus Metropolitan Library. Section 2. This Citizens' Advisory Committee will assist City staff, the Columbus Metropolitan Library Administration and its project design team in the identification of an acceptable and appropriate transitional design element. The library design team (NBBJ) will lead the design and planning effort associated with the identification of the "transitional design element ". Section 3. This Advisory Committee shall include five persons with backgrounds in /representatives of public art (the Dublin Arts Council), the Dublin Historical Society, the Historic District Business Association, the Architectural Review Board, and the Planning and Zoning Commission. Section 4. Each member of the committee understands and agrees that their service and role on this advisory committee requires that he and /or she maintain adherence to the following core principles in arriving at and bringing forth its recommendation: • Dedication to the collaborative decision- making process; • Commitment to a committee process that is solutions -based and aimed at identifying an agreed upon element; RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No. 38 -17 Passed Page 2 of 2 , 20 • Responsiveness to the overall design intent of the project; • Respectfulness of the Basic Plan approval, waivers and conditions; and • Sensitivity to meeting the desired timeline for final approvals. Section 5. This process will include an opportunity for meaningful public input early in the planning and design process. Section 6. The Advisory Committee will need to work in an expeditious fashion in order to ensure that the recommended transitional element is concurrently reviewed and approved by Council with the final approvals for overall library and garage projects. To expedite this process, an ad hoc committee will be formed by the City under the Council Rules of Order, as follows: 3sOl Ad hoc committees may be created by Council to review, study and make recommendations on specific matters, The Mayor shall appoint each ad hoc committee, give charge, and establish the time frame within which the committee is to report to Council. When an ad hoc committee has completed its charge, the existence of the committee shall terminate. NBBI will consult with Moody-Nolan to ensure integration with the parking garage design, as well as MKSK to ensure the element(s) relates appropriately to the planning and design of the adjacent City stre iii tscape and public realm.
