Resolution 015-17RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No. 15 -17 Passed , 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE MID - CENTURY NEIGHBORHOOD STREET IMPROVEMENTS PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the Mid - Century Neighborhood Street Improvements Project; and WHEREAS, Council has determined that the bid submitted by Danbert, Inc. constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, of its elected members concurring that: Section 1. The bid submitted by Danbert, Inc. in the total amount of $3,944,741.20 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Danbert, Inc. for performance and completion of the Mid - Century Neighborhood Street Improvements Project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Ordinance and complete the Project. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. Sweder, P.E., Civil Engineer II Re: Resolution No. 15 -17 - Mid - Century Neighborhood Street Improvements Bid Acceptance Summary On February 21, 2017, seven (7) bids were received, publicly opened, and read for the Mid - Century Neighborhood Street Improvements project. This project involves the reconstruction of Grandview Drive, Longview Drive, Marion Street and Franklin Street within the Mid - Century neighborhood and Monsarrat Drive within Waterford Village — Section 4. In addition to full -depth pavement widening and reconstruction, concrete curb and gutter, storm sewers, sidewalks and street trees will be installed and the existing water mains will be replaced with new eight -inch water mains within the Mid - Century neighborhood streets. The Engineer's estimate for this project was $3,675,000. The 2017 Capital Improvement Program (ET163) programmed $3,560,000 to be transferred from the General Fund reserves for this project. Danbert, Inc. submitted the lowest and best bid of $3,944,741.20. A summary of the bids received is provided below. Staff is evaluating the option of reducing this scope of work to milling and repaving the top 1 -1/4" of asphalt which could potentially realize a savings of nearly $150,000. Finally, the project includes a contingency for the soil stabilization of the Mid - Century neighborhood streets. If a proof roll of Memo re: Mid-Century Neighborhood Street Improvements Bid Acceptance March 9, 2017 Page 2 of 2 the area shows that soil stabilization is not required, an additional $151,000 could potentially be savedN The summation of these two potential scope changes could result in a reduction of approximately ► 301,000 from the project cost. A portion of this project includes the replacement of an existing 40-year old water main. Of the $3,944,r741.20 bid, the water main component is $701,600. This amount will be funded by the Water Fund. Staff will be evaluating as part of the 2018-2022 CIP options to reduce/postpone capital expenditures in the upcoming years in order to minimize the impact of this unanticipated *._.xpenditure of the Water Fund. =--17 -71 _J 11 If Staff has thoroughly reviewed the Danbert Inc. bid. This contractor has performed work for the City of Dublin including the Waterford Village Stormwater Improvements (14-017-CIP), Muirfield Village Waterline Improvements - Phase 3 (16-011-CIP) and the Glick Road Shared-Use Path, Section 1 (2016) with very good results. Staff is confident Danbert Inc. will perform well on thic., project. Staff recommends Council approval of Resolution No. 15-17 accepting as lowest and best the bid of Danbert, Inc. in the amount of $3,944,741.20 and authorizing the City Manager to enter into a contract with Danbert, Inc. for this project.
