29-07 ResolutionRECORD OF RESOLUTIONS Resolution No. 1 1 29-07 Passe . ~o A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE 2007 SANITARY SEWER LINING PROJECT AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR SAID SERVICES WHEREAS, formal advertising and competitive bidding procedures have been conducted pursuant to Section 8.04 of the Dublin Charter for the 2007 Sanitary Sewer Lining Project; and WHEREAS, Council has determined that the base bid submitted by Reynolds Inliner in the amount of $633,307.00 is the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, ~_ of the elected members concurring, that: Section 1. The base bid submitted by Reynolds Inliner in the amount of $633,307.00 be, and hereby is, accepted. Section 2. The City Manager is hereby authorized to enter into a contract for said project as specified within the bid proposal and the City's bid documents on file in the Division of Streets & Utilities. Section 3. This Resolution shall take effect and be in force upon passage in accordance with Section 4.04(a) of the Revised Charter. Brautigam, City Manager Date: May 18, 2007 Initiated By: Ron Burns, Director of Streets & Utilities Re: Resolution 29-07, Sanitary Sewer Lining Project Summary Memo On Monday, May 7, 2007 bids were opened for the 2007 Sanitary Sewer Lining project. The estimated cost for the base bid was $768,075.00. Staff contacted ten prospective bidders and the following three bids were received: Contractor Base Bid Alternate One Reynolds Inliner $633,307.00 $709,800.00 Instituform $675,858.60 $866,147.10 Kokosing $706,309.00 $743,379.00 This project consists of lining approximately 12,000 linear feet of sanitary sewer pipe in the Muirfield area and approximately 2,100 linear feet of 36 inch sanitary sewer pipe in the Historic Dublin area. Alternate One consists of installing liner seven feet up into each of 273 laterals owned by residents and business owners. Most of the sanitary sewer pipe in the Muirfield area is clay pipe installed in the 1970's. Flow data and video inspections show significant inflow and infiltration (I&I) and deteriorated pipe in these areas. Lining this pipe will extend the life of the pipe by approximately 30-50 years and substantially reduce I&I. The 36 inch main sanitary sewer pipe in Historic Dublin is concrete reinforced internally with steel bars. Hydrogen sulfide is a gas by product resulting from the decomposition of sewage in the pipe. The hydrogen sulfide gas has resulted in damage to the concrete pipe. The installation of the composite pipe liner will stop damage from occurring as a result of hydrogen sulfide gas, strengthen the pipe by approximately twenty percent, and extend the life of the pipe by approximately 30 -50 years. Recommendation Staff recommends approval of Resolution 29-07, accepting the base bid from Reynolds Inliner in the amount of $633,307.00 and authorizing the City Manager to enter into a contract with Reynolds Inliner for this project. Reynolds Inliner has completed work for the City in the past and staff has found their performance to be satisfactory.
