24-07 ResolutionRECORD OF RESOLUTIONS 1 Resolution No. Form No. 30045 24-07 Parsed 2U A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE SHAMROCK BOULEVARD EXTENSION AND VILLAGE PARKWAY REALIGNMENT PROJECT AND APPROPRIATING FUNDS THEREFOR WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the Shamrock Boulevard Extension and Village Parkway Realignment Project; and WHEREAS, Council has determined that the bid submitted by George J. Igel & Company in the amount of $1,665,905.25 constitutes the lowest and best bid; and WHEREAS, it is necessary to amend the annual appropriations ordinance to provide funding authorization for the project. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring, that: Section 1. The bid submitted by George J. Igel & Company in the total amount of $1,665,905.25 is hereby accepted. Section 2. There be appropriated from the unappropriated balance in the Shamrock Boulevard TIF Fund the amount of $1,710,000 to account 444-0314-780-2551 for the project. Section 3. The City Manager is hereby authorized to enter into contracts with George J. Igel & Company for performance and completion of the Shamrock Boulevard Extension and Village Parkway Realignment Project, pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 4. This Resolution shall be effective upon passage in accordance with Section 4.04(a) of the Revised Charter. Engineering Manager -Design Date: April 17, 2aa7 Memo Re: Res. 24-07, Bid Acceptance -Shamrock Boulevard Extension/Village Parkway Realignment Summary: On April 17, 2007, seven (7) bids were received, publicly opened and read for the Shamrock Boulevard Extension /Village Parkway Realignment project. Staff has reviewed all bids. The Engineer's estimate was $2,2aa,0a0. The 2aa7 budgeted funds for construction of this project, including landscaping are $2,aaa,aa0. George J. Igel & Company submitted the lowest and best bid of $1,665,905.25. A summary of the bids is listed below. Jergens $2,074,972.55 -5.7% The annual appropriations ordinance will need to be amended to provide funding authorization for the Shamrock Boulevard TIF Fund in the amount of $1,710,000 to account 444-0314-780-2551. Additionally, in conjunction with our Wendy's Economic Development and Tax Increment Financing Agreement, the City was awarded a 629 Roadway Grant in the amount of $500,000. The landscaping for the project will be bid separately, with installation expected to be completed in Spring 2008. Previous experience with George J. Igel & Company, Inc. (Igel) has been favorable. Most recently, Igel completed the Hospital Drive extension and the Dublin Road/Brand Road roundabout. Staff was satisfied with their performance and quality of work on these two past projects. Staff has thoroughly reviewed the George J. Igel & Company, Inc. bid and finds no reason not to accept their bicl. For Council reference and review, a reduced set of project construction drawings has been placed in the Council Planning Room. The work for this project is to commence in mid-May. Village Parkway will be closed to traffic west of Dublin Center Drive and east of the Charles Penzone Grand Salon access driveway from May 14, 2007 through August 31, 2407. The completion date for the project is August 31, 2007. Recommendation: Staff recommends Council adopt Resolution 24-a6, accepting the bid of George J. Igel & Company.
