A RESOLUTION ACCEPTING THE LOWEST AND BEST
BID FOR RENOVATIONS OF THE DUBLIN COMMUNITY
RECREATION CENTER COMPETITIVE/LAP POOL HVAC
SYSTEMS AND AUTHORIZING THE CITY MANAGER TO
ENTER INTO A CONTRACT FOR SAID SERVICES.
WHEREAS, formal advertising and competitive bidding procedures have been
conducted pursuant to Section 8.04 of the Dublin Charter; and
WHEREAS, Council has determined that the bid submitted by J. A. Guy, Inc. in
the amount of $223,700 constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, _~~ of the elected members concurring, that:
Section 1. The bid submitted by J.A. Guy, Inc. in the total amount of $223,700 is
hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract with
for said project as specified within the bid proposal and the City's bid documents.
Section 3. This Resolution shall take effect upon passage in accordance with
Section 4.04(x) of the Revised Charter.

Summary
On Monday, January 22, 2007, bids were opened for the DCRC Competitive/Lap Pool HVAC
systems renovations, which is Phase I of a two phase project. Phase II of the project includes
enhancements to the Leisure Pool HVAC system, which is planned for 2008. Both phases of this
project will correct flaws in the design of the Natatorium's HVAC system. Funding for Phase I
of this project is programmed in the 2007 CIP.
Phase I will modify the existing air handling unit and expand the ductwork serving the Lap Pool
in order to increase air circulation and improve air quality. The modifications include a heat
recovery system, which could potentially result in energy savings. The Lap Pool portion of the
natatorium will also receive a fresh coat of paint. This project will commence on August 13 and
completion is scheduled for September 10.
This project has been scheduled along with the anticipated front desk/flooring renovation project,
with the majority of the work being completed during the annual facility shut-down period
scheduled later this summer. Due to the scope of each project, the annual shutdown period will
be extended from one week to two weeks. Other minor interruptions in normal operations and
programming can be expected, however, plans are in place to minimize the impacts. As more
information becomes available relating to the details of these projects, staff will keep Council
informed of any adaptations to the DCRC operation.
The cost estimate for the HVAC Phase I project was $218,000. Three bids were received with
the lowest and best bid being submitted by J.A. Guy. Inc.

Phase II of the HVAC Renovation Project, which will address the Leisure P9oo1, will go out to
bid this Fall. Phase II will be more extensive as it involves replacing the current air handling

unit serving the Leisure Pool with a larger unit. This project is planned for 2008 in order to
minimize the impact on aquatics programming.
The City of Dublin has previously worked with J. A. Guy, Inc. Most notably, the company
installed the heat exchangers which currently warm both DCRC pools and the spa. Staff is
confident in their qualifications and ability to meet the City of Dublin's high standards.
Recommendation
Staff is recommending adoption of Resolution 13-07 accepting J. A. Guy, Inc.'s bid of $223,700.
