Re: Resolution 19-07 -Regulation of Traffic and Waiver of Sign and Noise
Code Provisions in Conjunction with the Annual Memorial Tournament
SUMMARY:
The Memorial Tournament this year occurs Monday, May 28, 2007 through Sunday,
June 3, 2007. As in previous years, during the week of the Memorial Tournament there
is a need to implement a traffic plan that best facilitates the safe and efficient movement
of traffic to and from the Muirfield area.
In order to do this, the City needs to change traffic patterns and parking regulations in
Muirfield Village to implement one-way traffic on designated streets and prohibit parking
on a variety of streets. The only change in this year's resolution would be an extension
of the effective times of 7 a.m. - 7 p.m. to 7 a.m. - 9 p.m. This change is necessary
because of the real possibility of extended tournament play due to inclement weather.
When this has occurred in recent years, the exiting tournament traffic times were
extended for an hour or two on each occasion.
In addition, due to the large influx of visitors to the Muirfield area during tournament
week, it is necessary to allow some flexibility for contractors to collect trash from the
waste receptacles set up for this event. Because of this, we are again requesting a
waiver of the restrictions on loading and unloading waste receptacles as outlined in
Resolution 19-07.
Resolution 19-07 will allow us to implement a safe traffic plan to accommodate the large
volume of traffic for this event. We anticipate generally following the same plan we
have used in recent years.
RECOMMENDATION:
Staff recommends approval of Resolution 19-07.
