25-07 ResolutionRECORD OF RESOLUTIONS Form No. Resolution No 25-07 Passed , 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE EITERMAN ROAD EXTENSION PROJECT 1 WHEREAS, formal advertising and competitive bidding procedures have been conducted pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code for the Eiterman Road Extension Project; and WHEREAS, Council has determined that the bid submitted by Shelly Company in the total amount of $794,500.00 constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, _~_ of the elected members concurring, that: Section 1. The bid submitted by Shelly Company in the total amount of $794,500.00 is hereby accepted. 1 Section 2. The City Manager is hereby authorized to enter into contracts with Shelly Company for performance and completion of the Eiterman Road Extension Project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the offices of the City Engineer. Section 3. This Resolution shall be effective upon passage, in accordance with Section 4.04(a) of the Revised Charter. Engineering Manager -Design Date: April 19, 2007 Re: Resolution No. 25-07 -Bid Acceptance for Eiterman Road Extension Summary: On April 16, 2007, twelve {12} bids were received, publicly opened and read for the Eiterman Road extension project. Staff has reviewed all bids. The Engineer's estimate was $900,000. The 2007 Budget includes $685,000.00 for the construction of this roadway extension project, an amount based upon programming level cost estimates prepared last year. They performed the 1998 and 1999 Annual Street Maintenance Programs. Staff was satisfied with their performance and quality of work on these two past projects. Staff has thoroughly reviewed the Shelly Company bid and finds no reason not to accept their bid. For Council reference and review, a reduced set of project construction drawings has been placed in the Council Planning Room. Through a partnership with the Hilliard City School District {HCSD}, and in accordance with a September 5, 2006 letter agreement with the HCSD, its share of the costs associated with the construction of this roadway improvement will be $498,319.00, 4-19-07 Res. 25-07 -Eiterman Road Extension -Bid Acceptance Page 2 based upon the estimates from last year. The agreement provides that in the event actual costs to complete the construction of Eiterman Road exceeds the estimated costs, the City and HCSD will share the overage based on their respective proportionate shares of the construction costs. Based upon this bid, staff will recalculate the HCSD share and communicate that current amount to them. The work for this project is expected to commence in mid-May. Staff is in communication with the HCSD to ensure good coordination between the contractor building the new Washington Elementary School and this roadway extension project. The completion date for this project is July 13, 2007, a date several weeks in advance of the opening of the school near the end of August 2007. Recommendation: Staff recommends Council adopt this Resolution 25-07 accepting the bid of Shelly Company.
