B Form No. 30043 Ordinance No.123-98_________ __ Passed 19- - AN ORDINANCE TO ACCEPT THE LOWEST BID FOR THE AVERY-MUIRFIELD DRIVE, PERIMETER DRIVE INTERSECTION IMPROVEMENTS, MUIRFIELD DRIVE/TARA HILL DRIVE INTERSECTION IMPROVEMENTS AND TULLYMORE DRIVE SCHOOL ZONE FLASHERS AND STREET LIGHT PROJECTS AND DECLARING AN EMERGENCY WHEREAS, bids have been received for upgrade of traffic signals at Avery-Muirfield Drive and Perimeter Drive Intersection and Tara Hill and Muirfield Drive improvements, and Tullymore Drive School Zone Flashers and Street Light projects; and WHEREAS, the lowest bid is from U.S. Utility Contractor Company, Inc., in the amount of $376,535.42 (excluding street lights) and $398,981.18 (including street lights); and WHEREAS, installation of traffic signal upgrades and school flashers is essential for safe movement of pedestrians and motorists; and WHEREAS, the City of Dublin has completed design and has budgeted $500,000 for construction of these improvements; and NOW TH~FREFORE, BE IT ORDAINED, by the Council of the City of Dublin, State of Ohio, _~ of the elected members concurring: Section 1. That the bid of $376,535.42 (excluding street lights) from U.S. Utility Contractor Company, Inc. be, and hereby is, accepted. Section 2. That the City Manager and Finance Director, be, and hereby are, authorized to enter into a contract with said firm for the Avery-Muirfield Drive and Perimeter Drive Intersection and Tara Hill and Muirfield Drive improvements, and Tullymore Drive School Zone Flashers and Street Light projects. Section 3. That this Ordinance be, and the same hereby is, declared to be an emergency measure in order to allow for safe and efficient movement of traffic and pedestrians, and for the further reason that this project should be initiated as soon as possible, and, therefore, this Ordinance shall take effect and be in force immediately upon its passage. The publicly announced bid was estimated at $80,000.00. Seven (7) bids were received. ~~ 1). Badger Excavating Inc. $76,780.00 ~rr 2). Conie Construction Co. $87,865.00 3). Performance Site Management $99,250.00 4). Enviro Excavating Inc. $83,998.00 5). J. R. Mason, Inc. $69,605.00 6). Darby Creek Excavating Inc. $71,200.00 7). Danbert Inc. $63,700.00 This project consists of pump stations and sanitary force mains to serve the existing restrooms at Cosgray Road Park (Darree Fields). Staffis recommending acceptance of Danbert Inc.'s base bid of $63,700.00. The City of Dublin has worked with Danbert Inc. in the past and has found their work to be satisfactory. Five bids were received as shown on the attached bid form. It is recommended that U. S. Utility Contractor Company, Inc., the lowest bidder, be awarded this project. U.S. Utility Contractor Company, Inc. has previously worked in the City on Coffman Park Drive as asub-contractor Three projects have been combined into one bid to achieve efficiency in contract administration and project inspection. Two street lights for Karrer Middle School were included as a alternate. However, we recommend non-performance of the street lights since the school parking lot has adequate lights to illuminate two driveways. Attached, please find a copy of a drawing for Tara Hill and Muirfield Drive which was provided to you earlier. Also attached are copies of drawings for the Avery-Muirfield and Perimeter Drive intersection and school flashers. Attached is an emergency Ordinance No. 123-98 for approval by City Council for contract award to U.S. Utility Contractor Company, Inc., so that work can start at the earliest possible date.
