AN ORDINANCE ACCEPTING THE LOWEST AND
BEST BID FOR THE TURF MAINTENANCE
_ RIGHT-OF WAY PROJECT FOR 2004, AND DECLARING AN
EMERGE:~iCY
WHEREAS, after advertising and receiving bids on Tuesday, December 9, 2003 for
the Turf Maintenance Right-of--Way Project, Council has determined that the base
bid submitted by Buckeye Landscape Services, Inc. in the amount of $321,562 is the
lowest and best bid for the project; and
WHEREAS, this project is an approved 2004 Capital Improvements project.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, ~ of the elected members concurring:
Section 1. That the base bid submitted by Midwest Landscapes in the amount of
of $95,079 with bid alternate #1 - $4,985.00 and bid alternate #2 - $8,949.00 for the
Landscape Maintenance Right-of--Way Project is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into a contract for the
project as listed above, and as specified within the bid proposal and the City's bid
documents on file in the Division of Grounds and Facilities.
Section 3. That this Ordinance is necessary for t:he immediate preservation of the public
peace, health, safety or welfare, and for the further reason that emergency action is
necessary to comply with the bid timeframes. The ordinance shall therefore take effect
immediately upon passage.

ROW Project'
SUMMARY:
At the December 15, 2003 Dublin City Council meeting i1: was requested of staff to provide the
budgeted amount for the `Turf Maintenance ROW Project' and the `Landscape Maintenance
ROW Project'. The total budget for these two projects equals $473,168.00. The total amount
of the bids equals $430,575.00 leaving a balance of $42,:593.00. This balance may be needed
for change orders during the life of both contracts.
RECOMMENDATION:
No action required.

RE: Turf Maintenance ROW Project-2004
SUMMARY:
On Tuesday, December 9th, 2003 bids were opened for the; Turf Maintenance ROW Project for
2004. The funds for these areas of maintenance are included in the 2004 Operating Budget.
Five (5) bids were received.
Base :Bid
1). Environmental Management Inc. $415,893.00
2). Urban Environments, Inc. $417,600.00
3). Buckeye Landscape Services, Inc. $321,562.00
4). Greenscapes Landscapes Inc. $434,700.00
5). Peabody Landscape Construction $363,372.53
This project consists of the mowing, fertilizing and broadleaf weed control of right of ways,
medians, and green spaces throughout the City of Dublin. The specific land masses are
identified in the 2004 Operating Budget, mainly consisting ofRight-of--Way areas.
RECOMMENDATION:
Staff is recommending adoption of Ordinance no. 142-03, accepting Buckeye Landscape
Services, Inc.'s base bid of $321,562.00. We have completed references for Buckeye
Landscape Services, Inc. and have found their references to be satisfactory.
