An Ordinance Amending Ordinance No. 102-89
Regulating Street Name Signs In The City of Dublin
WHEREAS, the City desires to provide consistent signs for the safety of its residents; and
WHEREAS, Dublin City Council adopted Ordinance No. 102-89 regulating public street name
signs; and
WHEREAS, certain provisions of this legislation need to be updated and regulations for
privately maintained street name signs added.
NOW, THEREFORE, BE IT ORDAINED b y t he C ouncil o f the C ity o f D ublin,State of
Ohio, ~ of the elected members concurring that:
Section 1. Standard public street name signs is hereby required for all new and existing public
streets within the City of Dublin, and shall conform to the following requirements:
(a) All signs are to be brown with reflective white lettering, mounted on brown metal four-
sided breakaway posts, with the exception of the Historic District, where street signs are
to be black with reflective white lettering, and mounted on black metal posts or wooden
posts, dependant upon location.
(b) Sign panels for residential streets shall be 9 inches in height. Sign panels for main
streets shall be 12 inches in height, with the exception of illuminated signs. The letter
font and letter height will be subject to approval by the City Engineer.
(c) All new developments must include the standard public street name signs, as approved
by the City, and compliant with City specifications and installation procedures, and
such signs shall be in place prior to conditional acceptance of the public improvements
by the City. The s ubdivider shall be responsible f or the i nitial i nstallation of street
name signs, and, after final acceptance, the City is responsible for public street name
signs maintenance, repair, and replacement. If during the maintenance period damage
is incurred to the signs, the subdivider shall be responsible for reinstalling the signs.
The "maintenance period" is defined by the City's subdivision regulations.
(d) Illuminated street signs shall be consistent with City Engineering standards and
approved by the City Engineer.
Section 2. Existing non-standard or distinctive street name signs shall conform to the
following:
(a) Non-standard or distinctive street name signs within a subdivision that has been
previously approved as part of a planned development may be retained, as long as
reflective lettering is utilized thereon;
(b) When the need arises to replace an existing non-standard or distinctive street name sign,
the replacement signs shall conform to standards kept on record by the City's Division
of Engineering, have reflective white letters, and the post must be a breakaway type, as
approved by the City.
(c) As to areas located within the control of a civic or neighborhood association, said
association shall be required to purchase and obtain conforming street name signs, as
required by this ordinance. Such signs shall be purchased and installed by the
association in a timely manner and approved by the City. If the association requests,
installation can be made by the City, and the City shall charge the civic or
neighborhood association a fee for the actual cost of materials, plus installation of sign
posts at the hourly fee, as approved in the City's schedule of fees and charges. Should
temporary signs be necessary, it shall be installed at the City's discretion for the
purpose of public safety and welfare. The City shall charge the civic or neighborhood
association a fee for actual cost of materials and installation for any necessary
temporary street name signs fabricated and installed.
(d) The City reserves the right to periodically review and inspect non-standard or
distinctive street name signs for compliance with applicable City standards, including,
but not limited to, maintenance of reflective white lettering.
(e) Should the neighborhood or civic association be non-active, or become non-active, and
unable to properly maintain their non-conforming street name signs, the City reserves
the right to begin the process of replacing the non-conforming signs with standard,
conforming signs. The City shall determine the timing of such replacements.

Section 3. When a civic or neighborhood association requests that the City remove non-
standard or distinctive public street name signs and/or posts and install standard signs, no fee
shall b e a ssessed for s aid removal a nd r eplacement of t hose s igns. H owever, t he C ity s hall
determine, based upon budgetary review, the timing of such removal and replacement. Any
distinctive street name signs and/or posts removed by the City shall become the property of the
City.
Section 4. Street name signs for privately maintained streets shall be installed at the
subdivider's expense. This signs shall conform to the following standards:
(a) All street name signs shall be installed at the time of street construction and prior to use
of the street.
(b) All sign panels shall be at least 9 inches in height, and contain reflective white lettering
mounted on breakaway posts.
(c) The sign panels, font used for lettering, and post design will be subject to approval by
the City Engineer.
(d) Style and color of signs and posts should coordinate with the overall development, to the
satisfaction of the City. Maintenance of these signs is the responsibility of the
subdivider, or designee.
(e) All street name signs shall be installed at locations acceptable to the City Engineer.
(f) The City reserves the right to periodically review and inspect this signs to ensure that it
is properly installed, is compliant with the application standards of this ordinance, and in
good repair.
Section 5. This Ordinance shall take effect and be in force on the earliest date permitted by
law.

Summary
During the.March 15, 2004 City Council meeting, the issue of reflectivity of Muirfield's street
name signs (aka ~~guide signs' was broughtforward as a public safety concern. Staff from the
Department of Finance contacted the City's Division of Police, Division of Streets & Utilities, as
well as the Washington Township Fire Department with regard to this issue. It was concluded
by all officials contacted that the street name signs in Muirfield, and other subdivisions with
similar type signs, have limited or little reflectivity.
Backaround•
Staff contacted Larry Holbrook, of the Muirfield Association subsequent to City Council's March
15th meeting. According to Mr. Holbrook, all street name signs have anoff-white lettering, with
a unique vertical read, on a gray wooden post. Mr. Holbrook reported thatover the past few
years, the street name signs have been beaded for reflectivity as they have been brought in for
maintenance. Mr. Holbrook was informed of City Council's public safety concern with regard to
the low visibility of street name signs at nighttime, compounded by the minimal amount of
street lighting in the area. Mr. Holbrook was not opposed to bringing to his Board a
recommendation, from the City, on a way to increase night time visibility of the street name
signs in Muirfield.
Additionally, there are other subdivisions in the City of Dublin with non-standard street name
signs that may have limited reflectivity.
Recommendation:
Staff recommends approval of Ordinance 22-04. The Ordinance has been amended to replace
the word '~signage" with the word "signs" as requested by the City's Division of Engineering.
Aside from this modification, the Ordinance has not been revised since its first reading. Staff is
recommending the following pursuant to passage of the Ordinance:
1. The Division of Streets & Utilities will identify all subdivisions in the City of Dublin with
non-standard street name signs and evaluate their level of reflectivity;

2. In association with the present update of the City's Engineering standards, the Division
of Engineering will establish a process to provide reasonable minimum standards of
retroreflectivity to provide night time sign visibility.
3. Once the minimum standards are established, the Division of Engineering will workwith
the Homeowner's Associations in areas with non-standard street name signs to
determine a plan of action, if necessary and appropriate, to replace non-standard street
name signs with the current City standard.
City staff recognizes that these non-standard street name signs add to the unique presence of
certain subdivisions in the City. Every effort will be made to work with the Homeowner's
Associations to their satisfaction while keeping public safety as the City's main concern.

Summary
Recently, it came to our attention that the ordinance regulating public street name Signage in the
City of Dublin contained fee language that was not current. The ordinance attached reflects
updated language consistent with the established fee structure. While making this modification,
staff from the Division of Engineering asked that provisions in th ordinance be updated to clarify
an+~address areas not previously included in the Ordinancesas~istoric Dublin. Language was
also added to the ordinance to regulate private street narYi'e signage, since it is not currently
addressed.
Proposed changes in the ordinance have been reviewed by staff from the City's Division of
Engineering, Division of Streets & Utilities, Division of Police, and Department of Finance, as well
as the Washington Township Fire Department.
Background:
The City's Division of Streets & Utilities is responsible for maintenance, repair, and replacement
of the City's public street name signs. Most are standard street name signs mounted on metal
breakaway posts. However, there are subdivisions in the City with non-conforming, distinctive
street signs. Muirfield Village, The Reserve, Donegal Cliffs, Waterford Village, and Coventry
Woods have wooden street name sign posts with differing, distinctive signage. The Homeowner
Associations of these subdivisions are responsible for maintenance, repair, and replacement of
their distinctive signage. The Homeowner Associations of Muirfield Village and Coventry Woods
prefer to maintain, repair, and replace their subdivision's street signage. The City's crews are
periodically asked to replace the wooden sign posts for the homeowner associations of Waterford
Village, The Reserve, and Donegal Cliffs. Currently, these customized posts are being replaced at
an actual cost of approximately $425 per wooden post, plus a $75 installation fee, to be
reimbursed to the City by the homeowner associations.
The ordinance also contains a provision that the homeowner association of a subdivision with
non-conforming street name signage can request, at the City's expense, to have its non-

conforming street name signage removed and replaced with conforming signage. The ordinance
stipulates the timing of such removal and replacement to be done by the City as the budget
allows. River Forest subdivision has taken advantage of this provision in the past, and requested
that the City replace its wooden street name sign posts with conforming metal ones.
The ordinance was modified to contain language to address the expectations of signage on
private streets. In essence, this signage will be required to have the same height, font and white
reflective lettering of the public street signage. It will allow decorative posts and details,
provided that the post is a breakaway design. Copies of the exhibits demonstrating the
guidelines for a typical metal street name sign and a wood post street name sign are attached for
your information.
The cost of replacement of customized sign posts will be invoiced to the homeowner associations
at the fee for damaged property repair (currently $49/hr per City employee), plus the actual cost
of materials.
Recommendation:
Staff recommends approval of Ordinance 204.
