AN ORDINANCE VACATING HIGH SCHOOL ROAD AS
A PUBLIC ROAD IN THE CITY OF DUBLIN, OHIO.
WHEREAS, the Board of Education of the Washington Local School District dedicated
a 2.707 acre tract known as High School Road to the Village of Dublin on July 1, 1949,
as depicted in Plat Book 22, Page 44 of the official records of the Franklin County
Recorder, for use as a public road; and
WHEREAS, High School Road is located entirely in territory owned by the Board of
Education of Dublin City School District; and
WHEREAS, the Dublin City School District Board of Education has asked the City to
vacate High School Road to facilitate construction/redevelopment of athletic and
educational facilities currently owned by the Board; and
WHEREAS, Ohio Revised Code Section 723.05 enables municipalities for good cause
shown to vacate streets or any part thereof where such vacation will not be detrimental
to the general interest; and
WHEREAS, Council hereby determines that the vacation of High School Road with
the appropriate reservation to the City of necessary easements will not be detrimental to
the general public interest.
NOW, THEREFORE, BE IT ORDAINED by the Council, of the City of Dublin,
State of Ohio, ~ of the elected members concurring that:
Section 1. Council hereby declares that good cause exists for the vacation of High
School Road, and that such vacation will not be detrimental to the public health, safety
and welfare.
Section 2. That High School Road is hereby vacated subject to the City retaining
necessary and appropriate easements.
Section 3. The City Engineer is hereby instructed to review for approval the vacation
plat for High School Road which has been submitted by the Dublin City School District
Board of Education, and the Clerk of Council is instructed to endorse upon such
approved plat the action of this Council in vacating High School Road and to cause said
plat to be recorded in the office of the Recorder of Franklin County, Ohio.
Section 4. The Clerk of Council is directed to notify the Auditor of Franklin County
of said vacation by forwarding him/her a copy of this ordinance.
Section 5. This Ordinance shall take effect and be in force from and after the earliest
date permitted by law.

RE: Ordinance 81-06 Vacation of High School Road
Earlier this year, the Dublin City School District filed an application with the City to
construct a walkway between the buildings located at their West Bridge Street property. A
review of the application showed that the walkway, as constructed, would span several different
parcels owned by the School District. One of the conditions imposed by the City was that all of
the parcels be combined. Ohio law requires that in order to combine parcels, they must be
contiguous. As it currently stands, the parcels owned by the School District are not contiguous
because of High School Road.
In 1949, the School District dedicated High School Road to the then Village of Dublin.
This dedication created an island inside of the proposed High School Road. Only a small portion
of the originally dedicated High School Road was ever constructed. The remainder of the land
that was dedicated is located in the rear of the property and currently serves as the location of
several athletic fields.
In order to facilitate the combining of the parcels, the District requested that the City
vacate the road. The City has reviewed the title work for all of the properties at issue and the
Engineering Department determined that the vacation of the road will not affect neighboring
properties, nor will it impact the utilities in the area. The access drive and the parking lot that
remain will continue to be maintained by the School District.
