AN ORDINANCE TO CHANGE THE NAME OF A
PORTION OF FRANTZ ROAD (NORTH OF POST ROAD
TO THE PRIVATE DRIVE) TO KILGOUR PLACE
IN THE CITY OF DUBLIN, OHIO
WHEREAS, the City requests that the street name for the section of Frantz
Road north of Post Road to the northern termination be changed to Kilgour
Place; and
WHEREAS, the Division of Engineering and Division of Police have reviewed
this request and determined such action would not be detrimental to the public
health, welfare or safety;
NOW, THEREFOR , BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, of the elected members concurring:
Section 1. That the name of Frantz Road north of Post Road to its northern
terminus is hereby changed to Kilgour Place.
Section 2. That the City Engineer is hereby directed to have the plat
corrected to conform to these changes.
Section 3. That this ordinance shall take effect on October 31, 2006.

Re: Ordinance 53-06 Requesting Approval to Change the Name of a portion of
Frantz Road (north of Post Road to the private drive) to Kilgour Place in the
City of Dublin, Ohio
Summary
The Division of Engineering staff, with support of the Division of Police, is proposing to
change the street name of a portion of Frantz Road north of Post Road to the northern
termination. This segment of Frantz Road leads into the property currently owned by
Online Computer Library Center (OCLC) to the north and at the south is a right in/right out
access to Post Road/Frantz Road. This causes some confusion with road name continuity.
Staff has been approached by an OCLC official to consider honoring Frederick G. Kilgour
with a street name. Mr. Kilgour founded OCLC and has recently passed away. Mr. Kilgour
was a librarian and educator who created an international computer library network and
database that changed the way people use libraries.
OCLC has two addresses on the proposed name change roadway. Midwestern
Enterprises, LLC also has two addresses that would be affected by the proposed name
change. A letter from Midwestern Enterprises, LLC is attached stating they have no
objection to the street name change.
Recommendation
Staff recommends the street name for the portion of Frantz Road north of Post Road be
changed to Kilgour Place. Staff is presenting this ordinance as a first reading for Council
consideration and further recommends the ordinance proceed to a second reading at the
September 18, 2006 City Council meeting for adoption. Staff recommends the street name
change take effect October 31, 2006 to coincide with the Celebration of Life event for Mr.
Kilgour.
