Ciarochi, Interim Land Use and Long Range Planning Director RE: Ordinance 25-06 (144, 150, 60 and 80 West Bridge Street -Sells Middle School, 1919 Building, Indian Run Elementary School -Case No. 06-0482) Summary Rezoning application 06-0482 is for 33.33 acres, located on the north side of West Bridge Street, 1,000 feet east of Shawan Falls Drive. This application requests a change in zoning for 33.33 acres from R-2, Restricted Suburban Residential District to HR, Historic Residential District. Two new zoning classifications for Historic Dublin were adopted by City Council on October 6, 2003. This new zoning designation is to promote the scale and character of original Historic Dublin by allowing appropriate development standards for the redevelopment and preservation of the District's historic character. The Planning and Zoning Commission recommended approval of this rezoning on April 6, 2006. The Architectural Review Board also reviewed this case in conjunction with the proposed building connector between the Sells Middle School and the 1919 Building. Its approval included conditions associated with the addition and can be found in the attached Record of Action. Additional information regarding this case is available for public viewing at 5800 Shier- Rings Road in the offices of Land Use and Long Range Planning. The public hearing (second reading) on the requested change is scheduled for Monday, May 15, 2006. Recommendation Staff recommends approval of Ordinance 25-06. Schools are permitted use in this zoning classification to foster pedestrian-oriented development that will enhance Historic Dublin as a community focal point. CONS[DERATIONS: Site Characteristics: • Site Description. This proposal includes four parcels totaling 33.33-acres, including the 4.35-acre 1919 Building site, the t t _34-acre Sells Middle School site, the 13.68- acre Indian Run Elementary School site, and the 395-acre vacant site. The entire site is relatively flat and rectangulaz in shape with 1260 feet of frontage on West Bridge Street and a depth of approximately 1300 feet. Access to the three school sites is available from High School Road_ South and west of the area are commercial uses, and the Dublin Cemetery is located southeast across West Bridge Street. • Zoning Description. All four school parcels aze zoned R-2, Limited Suburban Residential District. Permitted uses in this district include public schools, parks, and single-family residential uses. Properties to the south and west are zoned CC, Conununity Commercial District, and R-2 Limited Suburban Residential. Properties directly north are zoned R-2, Limited Suburban Residential District and R-l, Restricted Suburban Residential. Directly east of the site is HB, Historic Business District, CCC, Central Community Commercial District, CB, Central Business District and SO, Suburban Office and Instructional • Site Modi~cations_ On March 22, 2006, the ARB approved building modifications for a building connector between the 1919 Building and Sells Middle School (see Board Order 06-047ARB)_ Land Use and Zoning: • Rezoning. On October 6, 2003 City Council adopted two new zoning classifications for Historic Dublin. The Historic Residential (HR) and Historic Business (HB) designations were created to establish suitable development standards for the Historic District. The intent of the two zoning districts is to protect the original scale and character of Historic Dublin by creating appropriate development standards for the redevelopment and preservation of the District's historic character. • Development Standards- The proposed district includes a minimum lot width of 60 feet, a minimum rear yard of 20 feet, and a side yard total of 12 feet with a minimum of three feet on one side. The maximum lot coverage is 50 percent, unless otherwise approved by the ARB_ • Architectural Review Board. ARB is responsible for promoting the educational, cultural, and economic well being of the Historic District. The Board accomplishes this by regulation of all construction, alteration, maintenance, and demolition within the Review District. Architectural and site improvements have been reviewed and approved by the ' Dublin Planning and Zoning Commission Staff Report -April 6, 2006 Page 3 of 3 ARB (see attached Board Orders dated February 22, 2006). Additionally, the Board has indicated support for rezoning this property to Historic Business. • Historic Dublin Area Plan_ A portion of this site is located within the Architectural Review District boundary. The Community Plan recognizes that this site provides an opportunity to connect Historic Dublin and the recently rezoned Indian Run Falls Park, and to expand the Historic District to the west. STAFF RECOMMENDATION: Staff believes that the proposed rezoning will continue the preservation of the Historic District character and facilitate future growth. The Architectural Review Board has indicated support of this rezoning and staff believes it is appropriate for the site. Staff recommends approval of this rezoning request with the bases listed in the staff report_ Bases: 1) This rezoning will provide an appropriate zoning classification for this site within the Historic District and provide for effective administrative of development standards and procedures; and 2) This zoning classification will establish development patterns and land uses consistent with those listed in the Community Plan. EXISTING ZONING ~ 153.021 LIMITED SUBURBAN RESIDENTIAL DISTRICT. (A} Permitted use. Land and buildings in the Limited Suburban Residential Districts shall be used only for the following purposes: (1) Dwelling structures_ One-family dwelling structures. {2) Home occupation. Home occupation in association with a permitted dwelling, and in accordance with the provisions of § 153.073. (3) fccessory use. Accessory buildings and uses in association with permitted dwellings as specified in § 153.074. (4) Public school and parks. Public school offering general educational courses and having no rooms regularly used for housing or steeping of students. Parks, playgrounds and playfields. Private school. Private school offering general educational courses similar to those ordinarily given in public schools and having no rooms regularly used for housing or sleeping of students, providing it occupies a lot of not less than five acres.. (6) Religious. Church or other place of worship provided it occupies a lot of not less than five acres. {B) Conditional use. The following uses shall be allowed in the Limited Suburban Residential District subject to approval in accordance with § 153.23b_ (1) Child Care. Kindergarten or child care as an accessory use of a dwelling_ There shall be an outdoor play area of 200 square feet or more per child. Such play area shall be arranged in accordance with the provisions of this district for accessory uses and shall be enclosed with a chain fink fence or its equivalent in strength and protective character to a height of four feet, but not more than six feet. {2) Wireless communications facilities as conditional uses in all applicable districts. (C) Development standards_ In addition to the provisions of 153.070 through 153.076, the following standards for arrangement and development of land and buildings are required in the Limited Suburban Residential District. (1) Lot area and coverage. For each dwelling unit there shall be a lot area not less than 20,000 square feet per dwelling unit.
