Form No. 30043 Ordinance No. 42-OrJ ~ ended) Passed , 20 AN ORDINANCE DESIGNATING THE CITY'S HOUSING OFFICER AND AMENDING SECTION 5 OF ORDINANCE 130-94 (AMENDED). WHEREAS, the Britton Parkway Community Reinvestment Area was established with Ordinance 130-94 (Amended) and the City's Director of Development was designated as the Housing Officer as described in Sections 3735.65 through 3735.70 of the Ohio Revised Code; and WHEREAS, due to changes in the Table of Organization of the City of Dublin, the City Manager recommends that the Director of Economic Development (or the City Manager's designee) be designated as the Housing Officer and appointed to the position formerly held by the Director of Development; NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, of the elected members concurring that: Section 1. As recommended by the City Manager, the Director of Economic Development (or the City Manager's designee) is hereby designated as the Housing Officer in place of the Director of Development, a position no longer existing within the Table of Organization of the City of Dublin. Section 2. This Ordinance shall be in full force and effect on the earliest date permitted by law. Brautigam, City Manager U~.,,,_,~.-S, i3 Date: July 28, 2005 Initiated By: Sara Ott, Assistant City Manager Re: Ord. 42-OS Designating the City's Housing Officer and Ord. 43-OS Appointing Members to the Community Reinvestment Area Housing Council SUMMARY: Ohio Revised Code sections 3735.65-3735.70 require the City designate a Housing Officer and appoint members to the Community Reinvestment Area Housing Council for Britton Parkway and Tuttle Crossing Community Reinvestment Areas (CRAs). The Housing Officer is responsible for handling the administrative duties associated with ensuring property owners meet their contractual obligations to receive tax abatement while the Housing Council hears appeals of the Housing Officer's decisions and files annual reports on CRA properties with the State. In prior years, the Director of Development's designee served as the Housing Officer and the Director of Development was a mayoral appointment to the Housing Council. Due to the reorganization of the City's structure in January 2005, new positions need to be designated to serve at the Housing Officer and to fill the vacancy on the Housing Council. Additionally, it is necessary to reconfirm the other positions for the Housing Council to meet reappointment requirements of state statute. RECOMMENDATION: Staff recommends designating the Director of Economic Development as the City's Housing Officer, appointing the Director of Public Service as the mayoral appointment to the Community Reinvestment Area Housing Council and reconfirming the remaining positions to the Community Reinvestment Area Housing Council.
