Summary
Attached for your consideration please find Ordinance No. 37-OS authorizing a new Planner II position.
Land Use & Long Range Planning is requesting authorization for this additional position based on the
increasing workload experienced by Land Use and Long Range Planning over the past year, as well as
the expectation of an increasing workload in the upcoming years. This "across-the-board" increase in
workload is due, in part, to an increased workload in Current Planning operations and, in part, to a broad
range of issues considered to be of a Long Range planning nature.
Current Planning generally includes reviews and coordination of private developer projects that must be
reviewed by City staff in accordance with City regulations. The process is extremely detailed for zoning
and subdivision review and involves coordination with other City departments and township operations.
Land Use and Long Range Planning has seen a steady upward trend in these applications. As we look
forward, we do not see any decline in this trend. Current Planning projects include Planning and Zoning
Commission (P&Z) cases, Architectural Review Board (ARB) cases, and Board of Zoning Appeal
(BZA) cases.
The following information is indicative of the upward trend over the past few years. The significant
increase in the number of larger projects such as Tartan West, Ballantrae, and the new hospital has also
exacerbated the workload.

Since 2001, only one additional Planner I position has been added to the staffing level and given the
significant upward trend in caseload since 2003, additional staffing is needed at this time to enhance the
effectiveness of staff in keeping pace with current growth trend.
In addition to Current Planning projects, we must address a variety of Long Range projects. At present,
considerable resources are dedicated to the update of the Community Plan. This project has many facets
ongoing simultaneously and will continue to consume resources until late in 2005. Regrettably, there
are other projects that also need attention concurrently. We have had to re-assign staff that had been
working on the Community Plan, thus lengthening the timeline for this project.
Long Range projects that currently need attention are the Historic Dublin Zoning District changes
(partially completed) and the redevelopment of City real estate (follow-up to recent projects that have
been considered). Historic Dublin is likely to have additional major redevelopment projects requiring the
City's direct participation in the near future. Almost all projects in Old Dublin tend to require substantial
Land Use & Long Range Planning resources.
Once the Community Plan has been adopted, a substantial number of projects and area studies are likely
to follow that will contribute significantly to the workload of the Land Use & Long Range Planning
operations. These projects will require new codes to be written and detailed plans to be reviewed. While
some of the projects can be deferred, many will need immediate attention assuming any economic
vitality in the City at that time.
The Long Range projects also include sorely needed changes in the City zoning regulations. Some of
the revisions are likely to be direct recommendations from the Community Plan process, while other
code changes are long overdue and are needed now.
Another task that will impact the Long Range Planning operation is the work required to facilitate the
Tech Park. This project already has consumed considerable staff resources. The remaining work to be
done is substantial and will continue over the next several years.
Recommendation
In consideration of the efforts already put forth by staff and, in light of concerns expressed by Members
of City Council and Planning and Zoning Commission, the addition of this Planner II position seems
justified. The need for this position is critical and staff would like to begin recruiting efforts
immediately. Therefore, staff is recommending that the attached Ordinance be adopted as emergency
legislation at its first reading at the August 1, 2005 Council Meeting.
