Herskowitz, P.E., Assistant Director of Engineering -Utilities Re: Stormwater Management System Maintenance Program -General onstruction Service Contract 2005 Bid Acceptance Ordinance No. 17-OS Summary The Stormwater Management System Maintenance Program provides for the maintenance and repair of storm sewers, curb inlets, catch basins, ditches, man-made channels and other structures that discharge stormwater runoff into surface waters. This program was first implemented in 2000 and is an important component of the City's effort to comply with our NPDES (National Pollutant Discharge Elimination System) Phase II stormwater permit established with Ohio Environmental Protection Agency (OEPA) on March 19, 2003. The annual funds for this program, $250,000 budgeted for this year and the same amount programmed for 2006, represents an annual not-to-exceed amount for labor, equipment and material costs to repair storm sewer system deficiencies identified during routine system inspection or on an emergency basis. Condition assessment data, now being gathered on an ongoing basis, may provide justification for possibly increasing the funds programmed in the future years beyond 2006. On February 24, 2005 three bids were received and publicly opened and read for the Stormwater Management Maintenance Program -General Construction Services Contract 2005. The bid and contract for this program are based on a per unit hour cost for providing laborers, foreman, and equipment (e.g., grader, dozer, backhoe, etc.) including equipment operators, mobilization and fuel. All bids have been reviewed. The George J. Igel Company provided the lowest and best bid of $918 per unit hour for providing labor and equipment. Material costs for this program are approved only after the Contractor obtains a minimum of three quotes. The George J. Igel Company was previously selected in 2003 to provide general construction services based on a low and best bid of $867 per unit hour. At that time, the contract documents provided for a base year, and an optional one-year extension. The contract documents for this year's program will operate essentially the same except that the base year has been defined to extend fromi the date upon which the Notice to Proceed is signed through December 31, 2006. Recommendation Staff recommends adoption of Ordinance No. 17-OS accepting the bid of the George J. Igel Company. The George J.
