71-04 OrdinanceRECORD OF ORDINANCES Blank,lnc Ordinance No. ~ 1 "~`~ Passed 20 AN ORDINANCE TO ACCEPT THE LOWEST/BEST BID FOR THE HAYDEN RUN RETAINING WALL REPAIR PROJECT AND DECLARING AN EMERGENCY WHEREAS, after advertising two bids were received and opened on September 30, 2004 for the Hayden Run Retaining Wall Repair project; and WHEREAS, Council has determined that the lowest and best bid received for said project is from the Quality Masonry Company, Inc. in the amount of $102,329.00; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities; and WHEREAS, it is in the best interest of the City to execute this contract as soon as possible so that construction may commence immediately. NOW, T EREFORE, BE IT ORDAINED by the Council of the City of Dublin, Ohio, ~ of the elected members concurring: Section 1. That the bid from Quality Masonry Company, Inc. in the amount of $102,329.00 be, and hereby is, accepted. Section 2. That the City Manager is hereby authorized and directed to execute a contract with Quality Masonry Company, Inc. for completion of said project pursuant to the bid specifications and documents on file in the office of the City Engineer. Section 3. That this Ordinance be, and the same hereby is, declared to be an emergency measure for the preservation of the public peace, health or welfare of the residents of this City, and, therefore, this Ordinance shall take effect and be in force immediately upon its passage. Re: Hayden Run Retaining Wall Repair Project Bid Acceptance Ordinance No. -04 Summary ~ _ ~ - 7 On September 30, 2004 two (2) bids were received, publicly opened and read for the Hayden Run Retaining Wall Repair project. A summary of the bids is shown of the attached bid tabulation. The Engineer's estimate for the project was $100,000.00. The 2004 budgeted funds for construction of this project are $90,000. The Quality Masonry Company, Inc. of Marion, Ohio submitted the lowest and best bid of $102,329.00. In September 2003, staff provided a status report on the stone veneer on the retaining wall along the north side of Hayden Run Road, west of the Scioto River. Previous repairs were ineffectual and staff recommended a permanent repair utilizing a different application process. Additionally, staff recommended changing the stone veneer to match the style of stone veneer used throughout the City. For Council reference and review, a reduced set of project construction drawings for this work has been placed in the Council planning room. This work consists generally of the removal of the existing stone veneer and concrete cap, the cleaning of the concrete retaining wall, the application of metal lath to the concrete retaining wall, and the application of a mortar scratch coat prior to the placement of new stone veneer. Staff has not had experience with Quality Masonry Company, Inc. Therefore, we contacted several references who are familiar with Quality Masonry Company's work.. References contacted were the State of Ohio, Trinity Episcopal Church in West Virginia and Feinknopf, Macioce, Schappa Architects, on behalf of the Ohio State Supreme Court. Work performed by Quality Masonry Company for these agencies involved stone repair, installation of custom-cut stone and brick, tuckpointing, concrete repair and cleaning. In all cases, the individuals contacted indicated that they experienced no project quality or schedule problems with respect to Quality Masonry Company's performance. They were overall, generally satisfied. Staff has reviewed the Quality Masonry Company, Inc. bid and finds no reason not to accept their bid. Recommendation Staff recommends Council adopt this Ordinance accepting the bid of Quality Masonry Company, Inc.
