Form No. 30043 58-04 Passed ~ Ordinance No. AN ORDINANCE ACCEPTING THE LOWEST AND BEST BID FOR THE MUIRFIELD DRIVE/BRAND ROAD ROUNDABOUT LANDSCAPE PROJECT, AND DECLARING AN EMERGENCY WHEREAS, after advertising, bids were received and opened on August 5, 2004 for the Muirfield Drive/Brand Road Roundabout Landscape Project; and WHEREAS, Council has determined that the bid submitted by GreenScapes Landscape Company in the amount of $73,563.84 is the lowest and best bid for the project; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement for the reason that the company owning the utilities in question has the exclusive right to relocate said utilities; and WHEREAS, it is in the best interest of the City to execute this contract as soon as possible so that construction may commence immediately, NOW, THEREFQRE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, of the elected members concurring: Section 1. That the bid submitted by GreenScapes Landscape Company in the amount of $73,563.84 for the Muirfield DriveBrand Road Roundabout Landscape Project is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into a contract for the project as listed above, and as specified within the bid proposal and the City's bid documents on file in the office of the City Engineer. Section 3. That this Ordinance be, and the same hereby is declared to be, an emergency measure necessary for the immediate preservation of the public peace, health, safety or welfare, and, therefore, shall be effective immediately upon passage. Martin, ASLA, Streetscape Specialist Ear-,i.-~ Re: Muirfield DriveBrand Road Roundabout Landscape Project Bid Acceptance Ordinance No. 58-04 Summary On August 5, 2004 five (5) bids were received, publicly opened and read for the Muirfield Drive/Brand Road Roundabout Landscape project. A summary of the bids is shown of the attached bid tabulation. GreenScapes Landscape Company of Columbus, Ohio, submitted the lowest and best bid of $ 73,563.84. The estimate for the landscape portion of the project was $ 100,000.00. The current project cost are as follows: Complete General Construction Bid (May 2004) $ 1,419,417.10 GreenScapes Landscape Bid (August 2004) $ 73,563.84 Estimated costs to bury overhead utilities $ 104,564.32 Total $ 1,597,545.26 The 2004 budgeted funds for construction of this entire project, to include roadway, landscaping and utility burial, are $1,850,000.00. For Council reference and review, a reduced set of project construction drawings for the landscaping has been placed in the Council planning room. This work consists of seeding, trees and ornamental beds with plantings (see attached exhibit). Previous experience with GreenScapes Landscape Company has been generally favorable. Staff has thoroughly reviewed the GreeenScapes Landscape bid and finds no reason not to accept their bid. Recommendation Staff recommends Council adopt this ordinance accepting the bid of GreenScapes Landscape Company.
