AN ORDINANCE TO ACCEPT THE LOWEST/BEST BID
FOR THE ARYSHIRE DRIVE CULVERT REPLACEMENT
AND DECLARING AN EMERGENCY
WHEREAS, after advertising, receiving and opening bids on April 1, 2003 eight (8)
bids were received for the Aryshire Drive Culvert Replacement project; and
WHEREAS, Council has determined that the lowest and best bid for said project is
from Trucco Construction Company in the amount of $445,575.54; and
WHEREAS, Council has determined that there may be a legitimate need to declare
the relocation of the utilities in connection with the above-referenced project as a
"single source" procurement, for reason that the company owning the utilities in
question has the exclusive rights to relocate such utilities; and
WHEREAS, it is in the best interest of the City to execute this contract as soon as
possible so that construction can commence immediately,
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
Ohio, 5 of the elected members concurring:
Section 1. That the bid from Trucco Construction Company in the amount of
$445,575.54 be, and hereby is, accepted.
Section 2. That the City Manager is hereby authorized and directed to execute a
contract with Trucco Construction Company for completion of said project pursuant to
the bid specifications and documents on file in the office of the City Engineer.
Section 3. That this Ordinance be, and the same hereby is, declared to be an
emergency measure for the preservation of the public peace, health or welfare of the
residents of this City, and, therefore, this Ordinance shall take effect and be in force
immediately upon its passage.

Bid Acceptance Ordinance

Summary:
On April 1, 2003 eight (8) bids were received and publicly opened and read for the Aryshire Drive
Culvert Replacement project. A summary of the bids is shown on the attached bid tabulation. All
bids have been reviewed by Division of Engineering staff. The engineer's estimate for this project
was $505,000.
In the 1999 Stormwater Master Plan, the Aryshire Drive culvert replacement project was prioritized
and initially scheduled for budget year 2006. Evidence of structural deterioration, along with the need
to provide 100-year flood protection, has made this project a priority. The project was initially
included in the 2001 Stormwater Improvements project, but was removed due to budget constraints.
This project, as depicted on the attached exhibit, will consist primarily of replacing an existing 12'
diameter circular culvert with a 20' by 10' precast reinforced concrete arch section culvert.
The low bid of $445,575.54 was submitted by Trucco Construction Company. Trucco Construction
Company has successfully completed several projects administered by the Engineering Division, most
recently the Glick/Muirfield intersection improvements. They have demonstrated their ability to
effectively manage projects and complete them in a timely manner.
As reported to Council in February of this year, the Ohio Public Works Commission (OPWC)
recommended that Dublin be awarded a total of $606,131 in combined grant and loan money to fund
this project. OPWC requirements stipulate that field construction begin after July 1, 2003.
RECOMMENDATION:
Staff recommends this ordinance accepting the bid of Trucco Construction Company be adopted by
Council, and that a construction contract with Trucco Construction Company be entered into effective
July 2, 2003. Emergency action upon adoption is requested to allow the work to commence
immediately and be mostly performed during the favorable summer weather, and thus be substantially
completed by the final completion date of November 12, 2003.
