AN ORDINANCE ACCEPTING THE
LOWEST AND BEST BID FOR PAVEMENT
MARKING SERVICES AND AUTHORIZING
THE CITY MANAGER TO ENTER INTO A
CONTRACT FOR THE PROCUREMENT OF
SAID SERVICES.
WHEREAS, after conducting formal advertising and competitive bidding
procedures for the procurement of pavement marking services; and
WHEREAS, Council has determined that the bid submitted by Griffin Pavement
Striping, Inc. for said services, based upon the per unit prices specified in the
attached bid tabulation and the bidder's proposal on file within the Department of
Finance, is the lowest and best bid.
NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, ~ of the elected members concurring:
Section 1. That the bid submitted by Griffin Pavement Striping, Inc. for the
above referenced services, as on file with the Department of Finance, is hereby
accepted.
Section 2. That the City Manager is hereby authorized to enter into a contract
with Griffin Pavement Striping, Inc. governing the procurement of said services.
Section 3. That this Ordinance shall take effect and be in force at the earliest date
permitted by law.

SUMMARY:
Ordinance No. 82-03 accepts the lowest and best bid for the procurement of pavement marking services. Also
attached for your reference is a copy of the bid tabulation.
This bid project involved the procurement of pavement marking/striping services. The scope of work to be
completed by the contractor pursuant to the specifications for this project consists of furnishing all materials,
equipment, and labor necessary for the application of reflective pavement markings, in conformance with the
requirements of the Ohio Uniform Traffic Control Manual and material specifications of the Ohio Department of
Transportation.
Bids were solicited on a per unit basis, based upon an estimated quantity for each item, both for paint and thermal
plastic applications. The total bid price identified in the attached bid tabulation reflects the cost of replacing
100% of paint and/or thermal plastic pavement markings within the City. As reflected on the bid tabulation form,
the City received bids from two companies:
- Griffin Pavement Striping, Inc. $299,104.13
- Ogelsby Construction, Inc. $300,969.43
While the total bids were used for comparison between the bidders, the annual expenditure for pavement striping
will depend on assessment of the actual needs identified within the City for these services. In 2002, expenditures
for pavement marking services totaled $85,000, and are projected to be $95,000 in 2003.
RECOMMENDATION:
The bid submitted by Griffin Pavement Striping, Inc. complies fully with the bid specifications and is the lowest
and best bid. Griffin presented the lower total bid, and also provided the lower bid price for nineteen of 31
individual units of service specified within the bid. Griffin has performed similar pavement marking services in
Dublin over the past several years as part of the various road construction projects and has always demonstrated
quality workmanship. Therefore, Staff hereby recommends that this bid be awarded to Griffin Pavement Striping,
Inc.
