Form No. 30043 Ordinance No. 40-03 Passed , 20 AN ORDINANCE TO ACCEPT THE LOWEST/BEST BID FOR THE 2003 STREET MAINTENANCE PROGRAM, AND DECLARING AN EMERGENCY WHEREAS, after advertising, receiving and opening bids on March 11, 2003 for the 2003 Street Maintenance Program Council has determined that the lowest and best bid for said project is from Strawser Paving Company in the amount of $1,351,869.76; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities; and WHEREAS, it is in the best interest of the City to execute this contract as soon as possible so that construction can start early in the spring of 2003; NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, Ohio, of the elected members concurring: Section 1. That the bid from Strawser Paving Company in the amount of $1,351,869.76 be, and hereby is, accepted. Section 2. That the City Manager is hereby authorized and directed to execute a contract with Strawser Paving Company for completion of said project pursuant to the bid specifications and documents on file in the office of the City Engineer. Section 3. That this Ordinance be, and the same hereby is, declared an emergency measure for the preservation of the public peace, health or welfare of the residents of this City, and, therefore, this Ordinance shall take effect and be in force immediately upon its passage. Hammersmith, P.E., Director of Engineering/City Engineer ~Cw Re: 2003 Street Maintenance Bid Acceptance Ordinance Ordinance No. 40-03 Background An overview of the proposed 2003 Street Maintenance Program was presented to City Council at their February 18, 2003 meeting. The proposed program was divided into four categories: street maintenance; ditch enclosure; bikeway maintenance; and bikeway connections/additions, with the associated estimated cost identified. All items in the 2003 Program, as estimated, totaled $1,528,200 (not including $150,000 for the northeast area bikeway connections/additions), and was less than the $1,655,000 budgeted for 2003. Council expressed no objection to the 2003 Program as proposed, thus staff advertised the program for bids beginning February 19, 2003 and bids were opened March 11, 2003. As Council may recall, staff proposed the 2003 Program include improvement to the Muirfield Drive berm (adjacent to the existing edge of pavement) between Brand Road and Carnoustie Drive. The City Engineer and the Director of Streets and Utilities recommend this improvement to address on-going maintenance necessary each spring to repair tire ruts along the edge of pavement. Although not included in the proposed program, as bid, the estimated cost for these this improvement to Muirfield Drive is $220,000. This improvement will reduce future on-going maintenance efforts and cost. Over the past several months, in cooperation with many surrounding Communities, including the City of Columbus, staff has been researching the requirement for ADA (Americans with Disabilities Act) detectable warnings (truncated domes) for curb ramps. Truncated domes are the standard design requirement for detectable warnings, that provide an indication of the boundary between the sidewalk and street by people with visual disabilities. A suspension was placed on requiring detectable warnings at curb ramps through July 26, 2001, which allowed ten (10) years for conducting research. The suspension expired on July 26, 2001, consequently detectable warnings are again required as of July 26, 2001. As a result, local governments are required to place detectable warnings when constructing ar altering pedestrian facilities. The estimated cost for placement on existing curb ramps is approximately $300 per ramp.
