27-03 Ordinance RECORD OF ORDINANCES Dayton Legal Blank, [nc. Form No. 30043 Ordinance No. 27-03 Passed , 20 AN ORDINANCE AN ADOPTING THE LOWEST AND BEST BID FOR AN OZONE GENERATOR. WHEREAS, Dublin City Council has authorized the procurement and installation of an ozone generator for the City of Dublin Community Recreation Center in the 2003 Operating Budget; and WHEREAS, the City anticipates that an ozonf; generator will help improve the overall water quality of the indoor pools; and WHEREAS, it is necessary to amend the annual appropriations Ordinance to provide the necessary funds for the project; and WHEREAS, Council desires the procurement and installation of the ozone generator and related equipment to maximize the public's enjoyment during the upcoming season; and NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, of the elected members concurring that: Section 1. The City Manager is hereby authorized to enter into an agreement with, Aggressive Mechanical for the procurement and installation of an ozone generator in an amount not to exceed $74,500. Section 2. That this Ordinance shall take effect and be in force on the earliest date permitted bylaw. Heal, Director of Recreation Services Summary At the March 3`d meeting, Council tabled Ordinance 27-03 pending additional information. Through further negotiations with the apparent low bidder, staff has garnered their v~ritten agreement to provide us with a larger ozone generator at no extra cost. This upgraded ozone generator has a 40% increase in capacity over the system initially specified. According to John Overby, Ozone Water Systems engineer, this increased capacity should extend the generator's lifespan. Recommendation: Staff recommends that Ordinance 27-03 be approved at this time. Heal, Director of Recreation Services Summary: At the February 18 meeting, City Council requested staff research the two firm team which has submitted the sole bid to supply and install an ozone generator system at the Dublin Community Recreation Center. The team consists of Aggressive Mechanical, Inc, a local plumbing contractor and Ozone Water Systems, Inc, the equipment supplier. Staff has contacted multiple references given by each firm. All customers/associates we spoke with gave quite positive feedback regarding the reliability of both the equipment involved and the follow-up service regarding its operation. Aggressive Mechanical, Inc has performed work at many Columbus locations including Dublin City Schools, Columbus City pools and Ohio State University. Ozone Water Systems, Inc is located in Phoenix, Arizona and routinely performs work throughout the United States at zoo aquarium facilities. Many of these facilities are larger and more complex than our existing pool operations. The two firms have also recently completed work on the new "Island Project" otter exhibit at the Columbus Zoo. Although the project is a local example of this team's collaborative efforts, we cannot specifically evaluate this operation until it opens in the Spring. Recommendation: Upon conducting the research described above, two potential opportunities have presented themselves. Through further negotiations with the apparent low bidder, we maybe able to achieve a cost savings compared to the initial bid estimate and/or negotiate a larger capacity system. Therefore, staff is recommending that Council table Ordinance 27-03 until the next regularly scheduled council meeting on March 17, 2003. McDaniel, Assistant City Manager/Director of Service RE: Ozone Generator System for DCRC SUMMARY: Attached for your consideration please find Ordinance No. 27-03 accepting the lowest and best bid for an ozone generator. As you may recall from the budget process, an ozone generator assists with the cleaning of pool water. The ozone generator will be installed in the Community Recreation Center to assist with the cleaning of pool water for both the lap and leisure pools. Staff originally bid this project last year. Two bids were received. One bid was incomplete and the other was considered very high. Staff rejected those bids and re-bid the ozone generator to hopefully gain more bids and obtain a lower cost. This time, the City received one bid, which is somewhat disappointing given the effort to invite bidders and allow more time for bid preparation. However, staff has determined that the bid by Aggressive Mechanical is complete and the company appears capable (bid tabulation sheet attached). Also, the total bid price is $74,500, which is lower than the $96,000 bid received previously. RECOMMENDATION: Staff recommends Council pass Ordinance No. 27-03 at its second reading.
