Form No. 30043 Ordinance No. 17-~3 Passed , 20 AN ORDINANCE ACCEPTING T>E[E LOWEST AND BEST BID FOR THE GROUNDS MAINTENANCE -SOUTH PROJECT, AND DECLARING AN EMERGENCY WHEREAS, after advertising and receiving bads on Tuesday, February 4, 2003 for the Grounds Maintenance -South Project, Council has determined that the bid submitted by Environmental Management, Inc. in the amount of $150,975.16 (base bid), $1,400.00 (Bid Alternate 1) and $5,846.40 (Bid Alternate 2) is the lowest and best bid for the project; and WHEREAS, this project is an approved 2003 CIP project; and NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concumng: Section 1. That the bid submitted by Enviromr~ental Management, Inc. in the amount of $150,976.16 (base bid), $1,400.00 (Bid Alternate 1) and $5,846.40 (Bid Alternate 2) for the Grounds Maintenance -South Project is he-reby accepted. Section 2. That the City Manager is hereby authorized to enter into a contract for the project as listed above, and as specified within the bid proposal and the City's bid documents on file in the Division of Grounds and Facilities. Section 3. That this ordinance is declared to be an emergency measure necessary for the immediate preservation of the public peace, health, safety or welfare, and for the further reason that emergency action is needed to meet the timeframe specified within the bid. This project was approved in the 2003 Operating Budget. Four (4) bids were received. Base Bid Bid Alter. #1 Bid Alter. #2 1). Environmental Management Inc. $150,975.16 $1,400.00 $5,846.40 2). Urban Environments, Inc. $181,463.00 $2,398.00 $5,796.00 3). Buckeye Landscape Services, Inc. $193,300.00 $2,700.00 $19,575.00 4). Greenscapes Landscapes Inc. $198,290.00 $4,800.00 $14,000.00 This project consists of routine grounds maintenancc; including mowing, mulching, turf fertilization, weed control and plant maintenance. Bid alternate #1 consist of pre-emergent weed control and bid alternate #2 consist of plant bed edging. The specific landmasses were identified in the 2003 Operating Budget, mainly consisting ofRight-of--Way areas. RECOMMENDATION: Staff is recommending adoption of Ordinance no. 17-03, accepting Environmental Management Inc.'s base bid of $150,975.16, bid alternatc; #1 for $1,400.00 and bid alternate #2 for $5,846.40. We have previous experience with Environmental Management Inc. and have found their work to be satisfactory.
