AN ORDINANCE TO ACCEPT THE LOWEST/BEST
BID FOR THE STORMWATER MANAGEMENT
SYSTEM MAINTENANCE PROGRAM GENERAL
CONSTRUCTION SERVICES CONTRACT 2003
WHEREAS, after advertising, receiving and opening three bids on February 5,
2003 for the Stormwater Management System Maintenance Program -General
Construction Services Contract 2003; and
WHEREAS, Council has determined that the lowest and best bid for said project is
from the George J. Igel Company, Inc. in the amount of $867.00 per unit.
NOW THEREFORE BE IT ORDAINED by the Council of the City of Dublin,
Ohio, of the elected members concurring:
Section 1. That the bid from George J. ][gel Company, Inc. in the amount of
$867.00 per unit be, and hereby is, accepted.
Section 2. That the City Manager is hereby authorized and directed to execute a
contract with the George J. Igel Company, Inc. for completion of said project
pursuant to the bid specifications and documents on file in the office of the City
Engineer.

Stormwater Management System Maintenance Program, Project No. 03-003-CIP
Bid Acceptance and Contract Award
Summary:
The Stormwater Management System Maintenance Program contract provides for the maintenance and repair of
storm sewers, curb inlets, catch basins, ditches, man-made channels and other structures that discharge
Stormwater runoff into surface waters. This program was first implemented in 2000 and is an important
component of the City's effort to meet NPDES (National Pollutant Discharge Elimination System) Phase II
Stormwater runoff from small municipal separate storm sewer systems (MS4s) as required by the U.S EPA
(Environmental Protection Agency) through the Ohio EPA.
When this project was initially bid in 2000, the contract was set up to provide a base year and option year for the
selected Contractor. The Engineer's Estimate at that time, and presently, represents a annual not-to-exceed
amount for associated labor, equipment and material costs to repair system deficiencies identified during routine
system inspection or on an emergency basis. Additionally, it corresponds to operating budget funds allotted
annually, which for the 2003 program is $175,000. This annual allotment is based in part on information
identified in the City's Stormwater Master Plan which outliners typical annual maintenance costs for Stormwater
systems of similar size to Dublin's.
On February 5, 2003 three bids were received and publicly opened and read for the Stormwater Management
Maintenance Program -General Construction Services Contract 2003. The bid and contract for this program are
based on a per unit hour cost for providing laborers, foreman, and equipment (e.g., grader, dozer, backhoe,etc.)
including equipment operators, mobilization and fuel. All bids have been reviewed.
The George J. Igel Company provided the lowest and best bid. of $867 per unit hour for providing labor and
equipment. Material costs for this program are approved only after the Contractor obtained a minimum of three
quotes.
Recommendation:
Staff recommends adoption of Ordinance No. 15-03 accepting the bid of the George J. Igle Company. Staff has
previous favorable experience with the George J. Igel Company, the contractor for the initial program from 2000
to 2002, and they have been extremely cooperative in helping staff quickly and effectively address repair needs.
