Form No 30043 48-04 Ordinance No. Passecl , 20 AN ORDINANCE ACCEPTING THE LOWEST AND BEST BID FOR ROCK SALT AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR PROCUREMENT OF SAID COMMODITY. WHEREAS, Council has conducted formal advertising and competitive bidding procedures for the procurement of rock salt; and, WHEREAS, Council has determined that the bid submitted by Cargill, Inc. for said commodity in the amount of $37.92/ton for dumped delivery and $40.42/ton for piled delivery constitutes the lowest and best bid, NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring that: Section 1. The bid submitted by Cargill, Inc. for the above referenced commodity in the amount of $37.92/ton for dumped delivery and $40.42/ton for piled delivery is hereby accepted. Section 2. The City Manager is hereby authorized to enter into a contract with Cargill, Inc. for the procurement of said commodity as specified above and within said bidder's bid proposal on file in the Department of Finance. Section 3. That this Ordinance shall take effect and be in force on the earliest date permitted by law. Passed this~/~ day of , 2004. < < r . Hoyle, Director of Fiscal Administration • ~ Re: Ordinance No. 48-04, Rock Salt Bid Process Summary: Attached for your consideration please find Ordinance No. 48-04 accepting the lowest and best bid for rock salt and authorizing the City Manager to enter into a contract for the procurement of said commodity. Also attached for your reference is a copy of the bid tabulation. Bids were requested based upon an estimated quantity of 8,000 tons, which is consistent with the estimated quantity under the past contract and the 2004 Operating Budget. As reflected in the attached bid tabulation, the City received bids from the following suppliers: ? North American Salt Company ? Cargill, Inc. ? Morton, International, Inc. As noted in the bid tabulation, the bid submitted by Cargill, Inc., in the amount of $37.92 ton for dumped delivery/$40.42 for piled delivery is the lowest bid. In addition, Cargill's bid is also in full compliance with the terms, conditions and requirements within the City's bid documents This bid represents an increase of approximately nine percent per ton over the previous contract prices. However, current storage circumstances will allow the City to use the less costly delivery option most of the time, making the effective cost per ton increase approximately three percent on average. The 2004 budget of $325,000 assumed estimated usage of 8,000 tons at approximately $40/ton. Recommendation:. We recommend passage of Ordinance 48-04, which accepts the bid of Cargill, Inc.
