Form No. 30043 46-04 Ordinance No. Passed , 20 AN ORDINANCE TO ACCEPT THE LOWEST/BEST BID FOR THE EMERALD PARKWAY, PHASE 5A PROJECT, APPROPRIATING FUNDS THEREFOR, AND DECLARING AN EMERGENCY WHEREAS, after advertising, receiving and opening bids on June 16, 2004 for the Emerald Parkway, Phase SA project Council has determined that the lowest and best bid for said project is from Trucco Construction Company in the amount of $1,882,350.47; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities; and WHEREAS, it is in the best interest of the City to execute this contract as soon as possible so that construction may commence immediately; and WHEREAS, it is necessary to amend the annual appropriations ordinance to provide funding for the project. NOW, T~IEREFORE, BE IT ORDAINED by the Council of the City of Dublin, Ohio, of the elected members concurring: Section 1. That the bid from Trucco Construction Company in the amount of $1,882,350.47 be, and hereby is, accepted. Section 2. That the City Manager is hereby authorized and directed to execute a contract with Trucco Construction Company for completion of said project pursuant to the bid specifications and documents on file in the office of the City Engineer. Section 3. That there be appropriated from the unappropriated balance in the Emerald Parkway-Phase 5 TIF Fund the amount of $1,975,000 to account 440-0314- 780-2551 for the construction of the roadway. Section 4. That this Ordinance be, and the same hereby is, declared to be an emergency measure for the preservation of the public peace, health or welfare of the residents of this City, and, therefore, this Ordinance shall take effect and be in force immediately upon its passage. Richardson, P.E., Assistant Director of Engineering -Design Re: Emerald Parkway, Phase SA Bid Acceptance Ordinance No. 46-04 Summary On June 16, 2004 six (6) bids were received, publicly opened and read for the Emerald Parkway, Phase SA project. A summary of the bids is shown on the attached bid summary. The Engineer's estimate for this project was $2,600,000.00. Trucco Construction Company submitted the lowest and best bid of $1,882,350.47. This phase of Emerald Parkway extends from Hard Road to Sawmill Road (at the existing Saltergate Drive intersection) and includes the installation of approximately 2,600 feet of four-lane boulevard with curb and gutter, water main, storm sewer, two traffic signals and street lighting. For Council reference and review, a reduced set of project construction drawings has been placed in the Council planning room. Previous experience with Trucco Construction Company has been generally favorable, particularly on the Glick Road/Muirfield Drive Intersection Improvements constructed in 2002/2003 and the Aryshire Drive Culvert Replacement project performed in 2003. Staff has thoroughly reviewed the bid from Trucco Construction Company and finds no reason not to accept their bid. Recommendation Staff recommends Council adopt this ordinance accepting the bid of Trucco Construction Company and appropriating the necessary funds for the project.
