Form No. 30043 Ordinance No. 35-04 Passed , 20 AN ORDINANCE TO ACCEPT THE LOWEST/BEST BID FOR THE MUIRFIELD DRIVE-BRAND ROAD ROUNDABOUT PROJECT AND DECLARING AN EMERGENCY WHEREAS, bids were advertised, received and opened on May 12, 2004 for the Muirfield Drive-Brand Road Roundabout project; and WHEREAS, Council has determined that the lowest and best bid for said project is from Complete General Construction Company in the amount of $1,419,471.10; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities; and WHEREAS, it is in the best interest of the City to execute this contract as soon as possible so that construction may commence immediately. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, Ohio, ~ of the elected members concurring: Section 1. That the bid from Complete General Construction Company in the amount of $1,419,471.10 be, and hereby is, accepted. Section 2. That the City Manager is hereby authorized and directed to execute a contract with Complete General Construction Company for completion of said project pursuant to the bid specifications and documents on file in the office of the City Engineer. Section 3. That this Ordinance be, and the same hereby is, declared to be an emergency measure for the preservation of the public peace, health or welfare of the residents of this City, and, therefore, this Ordinance shall take effect and be in force immediately upon its passage. Richardson, P.E., Assistant Director of Engineering -Design Re: Muirfield DriveBrand Road Roundabout Bid Acceptance Ordinance No. 35-04 Summary On May 12, 2004 five (5) bids were received, publicly opened and read for the Muirfield DriveBrand Road Roundabout project. A summary of the bids is shown of the attached bid tabulation. The Engineer's estimate for this portion of the project was $1,600,000.00. The 2004 budgeted funds for construction of this entire project, to include roadway, landscaping and utility burial, are $1,850,000.00. Complete General (Complete General) Construction Company of Columbus, Ohio, submitted the lowest and best bid of $1,419,471.10. For Council reference and review, a reduced set of project construction drawings for this portion of the work has been placed in the Council planning room. This work consists generally of all roadway and associated treatments, including street lighting, stamped concrete and flagstone. The existing Muirfield entrance sign and flagpole will be relocated north of its present location. An asphalt bikepath will be constructed on all sides of the roundabout with crosswalks on Muirfield Drive and Brand Road. The landscape plan, currently under preparation, will include seeding, trees and ornamental beds with plantings. The landscaping will be bid separately in late May and has an estimated cost of $90,000. The anticipated reimbursement costs to utility companies for placing the overhead electric and telecommunications underground (utility burial) are $150,000. Therefore, the resulting total estimated project cost is presently near $1,700,000. Previous experience with Complete General has been generally favorable, particularly on the Hanna Hills water line and sanitary sewer project performed in 2000 and the Martin Road storm sewer improvements project performed in 2002. More recently, Complete General successfully constructed the Rings Road/Atrium Parkway/Ashland Chemical Access Drive Intersection Improvements commencing in June of 2003. Two weeks ago, Complete General was awarded the Historic Dublin Storm Sewer Improvements, Phase 2 project. Staff has thoroughly reviewed the Complete General bid and finds no reason not to accept their bid. Recommendation Staff recommends Council adopt this ordinance accepting the bid of Complete General Construction Company.
