AN ORDINANCE TO ACCEPT THE LOWEST/BEST BID
FOR THE DUBLIN JEROME HIGH SCHOOL
ZONE FLASHERS PROJECT
AND DECLARING AN EMERGENCY
WHEREAS, after advertising, receiving and opening bids on April 28, 2004 bids
were received for the Dublin Jerome High School Zone project; and
WHEREAS, Council has determined that the lowest and best bid for said project is
from, Jess Howard Electric Company in the amount of $37,900.00; and
WHEREAS, Council has determined that there may be a legitimate need to declare
the relocation of the utilities in connection with the above-referenced project as a
"single source" procurement, for reason that the company owning the utilities in
question has the exclusive rights to relocate such utilities; and
WHEREAS, it is in the best interest of the City to execute this contract as soon as
possible, so that construction can start in the spring of 2004.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin,
Ohio, of the elected members concurring:
Section 1. That the bid from Jess Howard Electric Company in the amount of
$37,900.00 be, and hereby is, accepted.
Section 2. That the City Manager is hereby authorized and directed to execute a
contract with Jess Howard Electric Company for completion of said project pursuant
to the bid specifications and documents on file in the office of the City Engineer.
Section 3. That this Ordinance be, and the same hereby is, declared to be an
emergency measure for the preservation of the public peace, health or welfare of the
residents of this City, and, therefore, this Ordinance shall take effect and be in force
immediately upon its passage.

Summary
On April 28, 2004 three (3) bids were received, publicly opened and read for the Dublin Jerome High
School Zone Flashers project. A summary of the bids is shown on the attached tabulation. The Engineer's
estimate was $50,000.00, which is the same as the 2004 budgeted funds for construction of this project.
Jess Howard Electric Company submitted the lowest and best bid of $37,900.00.
This project consists of four solar powered school zone flashers -two located on Hyland-Croy Road and
two on Brand Road. The school flashers will be offset from the edge of pavement at least 12 feet due to
both roadways being configured with roadside ditches. The installation of the flashers has been fully
coordinated with the Union County Engineers office and meets with their approval. For Council reference
and review, a reduced set of project construction plans has been placed in the Council planning room.
Jess Howard Electric Company has been either the electrical contractor or subcontractor on several past
City capital improvement projects, which have included: Emerald Parkway -Phase 1 and 2; Ballantrae; St.
Brigid of Kildare Elementary School Zone Flashers; Scottish Corners Elementary School Zone Flashers;
- Frantz Road/Brandenton Avenue Traffic Signal; and Village Parkway/Dublin Center Drive Traffic Signal
Upgrade. They are an experienced, versatile, and established company in central Ohio with an excellent
reputation for performing quality work. Previous work experience with Jess Howard Electric Company has
been very good and staff welcomes the opportunity to work with them on this project.
Recommendation
Staff recommends Council adopt this ordinance accepting the bid of Jess Howard Electric Company.
Emergency action upon adoption is requested to allow the work to commence immediately and be
substantially completed by the final project completion date of August 6, 2004, prior to the opening of
Dublin Jerome High School in the last week of August of this year.
