Form No. 30043 Ordinance No. 32'04 Passed 20 AN ORDINANCE TO ACCEPT THE LOWEST/BEST BID FOR THE HISTORIC DUBLIN STORM SEWER IMPROVEMENTS PROJECT AND DECLARING AN EMERGENCY WHEREAS, after advertising, receiving and opening bids on April 23, 2004 bids were received for the Historic Dublin Storm Sewer Improvements project; and WHEREAS, Council has determined that the lowest and best bid for said project is from, Complete General Construction Company in the amount of $644,730.00; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities; and WHEREAS, it is in the best interest of the City to execute this contract as soon as possible so that construction may commence immediately. NOW THEREFORE BE IT ORDAINED by the Council of the City of Dublin, Ohio, of the elected members concurring: Section 1. That the bid from Complete General Construction in the amount of $644,730.00 be, and hereby is, accepted. Section 2. That the City Manager is hereby authorized and directed to execute a contract with Complete General Construction Company for completion of said project pursuant to the bid specifications and documents on file in the office of the City Engineer. Section 3. That this Ordinance be, and the same hereby is, declared to be an emergency measure for the preservation of the public peace, health or welfare of the residents of this City, and, therefore, this Ordinance shall take effect and be in force immediately upon its passage. Herskowitz, P.E., Assistant Director of Engineering -Utilities Re: Historic Dublin Storm Sewer Improvements -Phase 2 Bid Acceptance Ordinance No. 32-04 Summary On April 23, 2004 four (4) bids were received, publicly opened and read for the Historic Dublin Storm Sewer Improvements, Phase 2 (Phase 2) project. A summary of the bids is shown of the attached bid tabulation. The Engineer's estimate for this project was $1,150,000.00, which included a 15% contingency. The 2004 budgeted funds for construction of this project are $2,100,000. Complete General (Complete General) Construction Company of Columbus, Ohio, submitted the lowest and best bid of $644,730.00. The Phase 2 improvements include installation of approximately 2000 feet of storm sewer, 1600 feet of curb and asphalt paving of streets and alleys. Construction will be initiated along Wing Hill (west of North High Street), Darby Street (between Bridge Street and the library) and on elementary school property so that work within this general area may be completed by the end of this summer. The remaining work will occur on Franklin Street (near the Sells Alley intersection), along Mill Lane (from Eberly to John Wright Lane) and along John Wright Lane (from Franklin St. to South High Street). For Council reference and review, a reduced set of project construction drawings has been placed in the Council planning room. The Complete General bid is $505,2701ess than the Engineer's estimate. Concerned with this difference and the $300,000 (42%) difference between the Complete General bid and the next lowest bid, staff contacted representatives from Complete General to ascertain information that might explain these differences. After having had an opportunity to comparatively analyze their bid against all other bids received, and revisit the project site, Complete General indicated they remain comfortable with the proposed man-hours and equipment used to develop their bid, the assumptions they made regarding rock excavation and the costs associated with maintenance of traffic. Previous experience with Complete General has been generally favorable, particularly on the Hanna Hills water line and sanitary sewer project performed in 2000 and the Martin Road storm sewer improvements project performed in 2002. These projects involved significant rock excavation and maintenance of traffic, which both are also significant components of the Phase 2 project. More recently, Complete General constructed the Rings Road/Atrium Parkway/Ashland Chemical Access Drive Intersection Improvements commencing in June of 2003 and nearing final completion with the installation of landscaping. Staff has thoroughly reviewed the Complete General bid and finds no reason not to accept their bid. Recommendation Staff recommends this ordinance accepting the bid of Complete General Construction Company be adopted by Council. Please Recycle • Comments: As per our telephone conversatim, I would like to take you through the steps we've taken in order to feel comfortable with our bid, - After the bid letting, both Whit Wardell, Senior Estimator and i revisited the project site in order to determine if there was something we missed during our initial site visit We determined, based upon this site visit and the contrail documents, that we understood the area that this project will take place and our bid reflected such. - John McKinley, Chief Estimator reviewed the bid in detail and couldn't find any mistakes/errors. He feels comfortable with the amount of man-hours that were included in our bid to complete the project Also, I've again reviewed the bid and couldn't find any significant errors that would make me believe that we couldn't successfully canplete this project with the indudedrnan-hours, equipment, and materials, - Yesterday, myself and Fred Meade, Underground Superintendent visited the project site and reviewed in detail both the plans and existing site conditions. Based upon the borings, rock will be encountered within the area of the School and Darby Street for the mast part. All rock lines were plotted on our plans, and the required rock excavations, as detailed in the cmtract documents, have been carted into our bid. Mr. Meade reviewed our bid productions and he also feels confident that the hid productions are obtainable. Based upon our past work experience in Dublin, and our vast underground experience as a while, we feel that our kid reflects the actual ccnsiruction of this project based upon the contract documents. Also, there is a Performance Bend required on this project that insures the City of Dublin that the project will be completed
