Form No. 30043 Ordinance No. 3~ -~4 Passed 2~ AN ORDINANCE ACCEPTING THE LOWEST AND BEST BID FOR SANITARY SEWER CLEANING, AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR PROCUREMENT OF SAID SERVICES, AND APPROPRIATING FUNDS THEREFOR WHEREAS, sanitary sewer cleaning is necessary to properly maintain this essential infrastructure and reduce the potential for sanitary sewer backups into homes and businesses; and WHEREAS, this project will televise sanitary sewer lines identifying inflow and infiltration that have the potential to overburden the sanitary sewer system; and WHEREAS, a written report and a video log will be created of the sanitary sewer lines and manholes that will then be used to identify the current condition of the sanitary sewer system; and WHEREAS, once a problem in the sanitary sewer system has been identified it will either be repaired immediately or scheduled for repair at a later date; and WHEREAS, the City advertised then received competitive bids on April 26, 2004 for the City of Dublin Sanitary Sewer Cleaning Project; and WHEREAS, the bid submitted by Reynolds Inliner, LLC of Orleans, Indiana in the total amount of $345,596 is the lowest and best bid for the project; and WHEREAS, this project is an approved 2003 and 2004 Operating Budget project; and WHEREAS, it is necessary to amend the annual appropriations ordinance to provide sufficient funding authorization for the sanitary sewer cleaning project; NOW, TF~EREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, of the elected members concurring. Section 1. That the bid submitted by Reynolds Inliner, LLC of Orleans, Indiana in the total amount of $354,596 for the Sanitary Sewer Cleaning Project is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into the necessary Contract with the successful bidder. Section 3. That there be appropriated from the unappropriated balance in the Sewer Fund the amount of $200,000 to account 620-0632-730-2349 for the purpose of cleaning and televising sanitary sewer lines and manholes. Section 4. This Ordinance shall take effect and be in force in accordance with Section 4.04(a) of the Dublin City Charter. McDaniel, Deputy City Manager/Director of Service Matt Villareale, Assistant Director of Streets & Utilities RE: City of Dublin Sanitary Sewer Cleaning Project SUMMARY: On Monday, Apri126, 2004 bids were opened for the Ciry of Dublin Sanitary Sewer Cleaning Project. The budgeted amount for this project is $375,000.00, which includes $200,000 previously appropriated in the 2003 Operating Budget as well $175,000 in the 2004 Operating Budget. The project cost of $375,000 is inclusive of both the base and alternative bid costs. The following four (4) bids were received. This work will also include providing the City a written report and recorded video documenting the condition of the sanitary sewer lines and manholes. The purpose of this project is to: 1. Ensure the proper flow of the system by systematically cleaning it, thereby reducing the potential for backups. 2. Identify problem areas that maybe deteriorating and /or malfunctioning and scheduling these for repair. 3. Continue to eliminate infiltration and inflow. RECOMMENDATION: Staff recommends Council adopt Ordinance No. 31-04, accepting Reynolds Inliner, LLC base and alternative bids in the amount of $345,596. We have completed references for Reynolds Inliner, LLC. and have found their references to be satisfactory. The additional $39,404 will be used for contingencies to cover unforeseen issues related to cleaning and televising.
