Form No. 30043 Ordinance No. 26-04 Passed . 20 An Ordinance Amending the Annual Appropriations Ordinance for the Fiscal Year Ending December 31, 2004 WHEREAS, Section 5705.40 of the Ohio Revised Code allows for supplemental appropriations to be made provided sufficient resources are available; and WHEREAS, the Ohio Revised Code requires, when necessary, amendments to the annual appropriations ordinance be made in order that appropriations are not over expended; and WHEREAS, it is necessary to amend the annual appropriations ordinance to provide funding for various projects. NOW, THERE ORE BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, of the elected members concurring that: Section 1. There be appropriated from the unappropriated balance in the General Fund the amount of $95,000 to account 101-0312-720-2349 for the purpose of expanding the scope of services for the Tara Hill Comprehensive Traffic Calming Study. Section 2. There be appropriated from the unappropriated balance in the Tartan West TIF Fund the amount of $3,850,450. Of the total, $1,865,150 is to be appropriated to account 443-0314-780-2561 for water system improvements, $1,131,600 is to be appropriated to account 443-0314-780-2560 for sanitary sewer system improvements, and $853,700 is to be appropriated to account 443-0314-780-2511 for public parkland and bike path improvements. Section 3. The appropriation in the Water Fund account number 610-0312-780-2561 be reduced by $1,447,750. Section 4. There be advanced into the Tartan West TIF Fund the amount of $3,850,450. Of the total, $1,865,150 is to be advanced from the Water Fund, $1,131,600 is to be advanced from the Sewer fund, and $853,700 is to be advanced from the Capital Improvements Tax Fund. These advances will be repaid in the future from service payments generated from the Tartan West TIF' district. Section 5. Grigsby, Deputy City Manager/Director of Finance Re: Ordinance No. 26-04, An Ordinance Amending the Annual Appropriations Ordinance SUMMARY: Ordinance No. 26-04 requests additional funding authorization for the Tara Hill Comprehensive Traffic Calming Study and the improvements related to the Tartan West development as identified in Ordinance No. 09-04 which authorized the creation of the Tartan West incentive district. Section 1 provides additional funding for the expanded scope of services for the Tara Hill Comprehensive Traffic Calming Study. As identified in an October 2, 2003 memo initiated by Paul Hammersmith, the current scope of services included the identification of the impacts of traffic calming devices on the Study Area streets, but did not include the mitigation of those impacts. The expanded scope of services will provide for additional meetings, data collection on adjoining neighborhood streets, analyses for warrants, travel patterns, speed, and capacity, survey mailing and analysis, alternative preparation/analyses, and a concluding report. The October 2, 3003 memo and the expanded scope of services are attached for reference. The original scope of services totaled $79,220. Section 2 provides the funding authorization for the public infrastructure improvements identified as "Category B" improvements in Ordinance No. 09-04 and Exhibit C to the Tax Increment Financing (TIF) Agreement. The funding for the Hyland-Cory pedestrian tunnel and its related fees are not being appropriated at this time. It is anticipated that this project will be programmed and constructed in 2006. A copy of Exhibit C to the TIF Agreement is attached for reference. Section 3 reduces the appropriations that were authorized as part of the 2004 Operating Budget in the Water Fund. The 2004 Operating Budget for the Water Fund included funding for the water tower and booster station needed in the northwest area to address existing deficiencies and to serve the Tartan West development and for the City's over sizing costs related to the installation of the water line along Hyland-Croy to serve Tartan West and the City's exclusive expansion area. The original appropriation in the Water Fund did not include funding for various City fees and permit costs that are included in Section 2. Section 4 identifies the funding that will be advanced to the Tartan West TIF Fund from the Water, Sewer and Capital Improvements Tax Funds to initially fund the public infrastructure improvements to be completed. As service payments are generated from the private improvements constructed in the TIF district, the Water, Sewer and Capital Improvements Tax Funds will be reimbursed. RECOMMENDATION: Staff recommends that Ordinance No. 26-04 be adopted at the April 19, 2004 City Council meeting. Willis, PE, Civil Engineer~~ Re: Tara Hill Comprehensive Traffic Calming Task Force Resolution No. 39-03 Summary: As directed by Council at their September 15, 2003 meeting, Resolution 39-03 establishes and defines goals and actions for the Tara Hill Comprehensive Traffic Calming Task Force. This Task Force identifies and creates community leadership within the 2200 household study area. The Task Force will be comprised of nine (9) members: two members of City Council, two residents of Tara Hill Drive, and one representative from Hemingway Village, Shannon Glen, Indian Run Meadows, DublinshirelWoods of Dublinshire, and Earlington Village/Villas of Earlington. This community group will review and discuss the findings of the Stage 1 report, and consider the initial findings of the Stage 2 report. The members will coordinate meetings to provide information and report back to their respective subdivisions, provide input and assist in garnering consensus within the Study Area. The ultimate goal of this group will be the creation of a comprehensive traffic-calming plan within the Study Area to be recommended to City Council for progratiuning and implementation. Further, the current scope of services for the Tara Hill Comprehensive Traffic Calming Study includes the identification of the impacts of traffic calming devices on other Study Area streets, but does not include the mitigation of those impacts. Considering there is forecasted to be a 20% diversion of total Tara Hill Drive traffic, approximately 800 vehicles/day, to other collector streets within the Study Area, staff requested a cost from R.D. Zande, the study consultant for Stage 1 and Stage 2, to evaluate and mitigate the diverted traffic. The expanded scope of services includes: 6 technical meetings with staff, 6 meetings with the Task Force, data collection on adjoining neighborhood streets within the Study Area, extensive analyses for warrants, travel patterns, speed, and capacity, 1 Study Area Survey mailing and analysis, alternatives preparation analyses, and a concluding report. This scope is flexible and can be changed when the Task Force reviews and discusses the expanded scope of services. The current estimated cost to perform the expanded scope of services, as noted above, is approximately $77,000, which may change if the Task Force alters the described scope. Recommendation: Staff recommends adoption of Resolution 39-03 formally establishing and setting the goals and actions of the Tara Hill Comprehensive Traffic Calming Task Force. RECORD OF RESOLUTIONS a~~~.~„a~~ ~ F~~ ~s Resolution No. 3q_0'i i Passed 20 A RESOLUTION ESTABLISHING THE TARA HILL DRIVE TRAFFIC CALMING TASK FORCE AND CREATING THE GOALS AND ACTIONS FOR THE DEVELOPMENT OF A COMPREHENSIVE TARA HILL DRIVE TRAFFIC CALMING PLAN WHEREAS, Tara Hill Drive, which extends from Muirfield Drive on the west to Coffman Road on the east, is a collector street providing access to several connected neighborhoods; and WHEREAS, Tara Hill Drive residents have experienced increased speeds and volumes on their street, resulting in expressed concerns for pedestrian safety and prompting a petition that City Council initiate action to calm traffic on Tara Hill Drive; and WHEREAS, City Council commissioned a comprehensive traffic study to evaluate Tara Hill Drive for traffic calming; and WHEREAS, completion of Stage I of the Study revealed that the average recorded ~ traffic volume on Tara Hill Drive is approximately 4,100 vehicles per day, the average 85~' percentile speed is 36 miles per hour, and an average of 21.5 % of the volume is documented to be through traffic; and WHEREAS, based upon the criteria set forth in the adopted City of Dublin Traffic Calming Policy, Tara Hill Drive warrants traffic calming; and WHEREAS, the initial Stage 2 findings of the Study have identified that approximately 20% of total traffic from Tara Hill Drive maybe diverted to other adjoining neighborhood streets should traffic calming devices be implemented; and WHEREAS, City Council has determined this diversion of traffic is not a desired ~ outcome and requires in-depth analysis and collective neighborhood involvement; and WHEREAS, City Council has determined that a Tara Hill Drive Traffic Calming Task I Force should be established to organize and create community leadership within a Study Area bounded by Post Road to the south, Coffman Road to the east, Muirfield Drive to the west, and Brand Road to the north. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, of the elected members concumng, that: Section 1. The Tara Hill Drive Traffic Calming Task Force (the "Task Force") shall be appointed by City Council following solicitation of interested neighborhood participants. The Task Force shall be comprised of nine individuals: two members of ~ City Council, two residents of Tara Hill Drive, and one representative from each of the following subdivisions located within the Study Area: Hemingway Village, Shannon Glen, Indian Run Meadows, Dublinshire/Woods of Dublinshire, and Earlington VillageNillas of Earlington. ~I Section 2. All meetings of the Task Force shall be open to the public. Section 3. At the first Task Force meeting, the Task Force shall consider the results i of Stage 1 and the initial findings of Stage 2 of the Tara Hill Drive Comprehensive. Traffic Calming Study, and review an expanded scope of services that will identify improvements to mitigate the potential impacts of diverted traffic within the Study Area. Section 4. The Task Force shall meet regularly, approximately once per month, to consider findings, impacts and mitigating efforts, and direct the study team. The Task Force shall be chaired by one of its members, specifically appointed by City Council. Section 8. The Task Force members shall not be compensated for this service. Section 9. The Task Force shall be technically supported by appropriate City staff, particularly the Engineering Division, and the selected consultant. Section 10. The following outlines the proposed scope of services and associated fee by R. D. Zande & Associates, Inc. in assisting the Task Force. Technical Approach Stages 1 and 2 of the Tara Hill Traffic Calming Study will be used as a basis for completion of these services. In those Studies, traffic calming recommendations were identified for the affected street (Tara Hill Drive). Those recommendations will be used as a basis for evaluating potential traffic flow concerns in the rest of the study area (bounded by Coffman Road, Post Road, Muirfield Drive, and Brand Road). The following scope of services entails collection of additional data and analysis for the rest of the study area, analysis of improvement options, and periodic meetings with the Task Force. Additional services may also be needed, which entail analysis of traffic crash data at key study area intersections (in addition to the analysis conducted for Tara Hill Drive), and public involvement meetings. These additional services may be provided if requested by the Task Force. The technical approach and methods that will be used by our team to complete the work of this study are discussed below. Step 1 -Inventory The attachment illustrates the count locations discussed in tasks 1-1 and 1-2 1 - 1 Turn Counts (7-8, 215-31 S, S-6) 18 Intersections Turn movement data will be collected at key intersections throughout the study area during key peak hour travel periods. The intent of these counts will be for identifying likely travel patterns on the study area streets. 1 - 2 Tube Counts (28 Locations) Road tube counts will be placed throughout the study area to identify daily volume and travel speed trends. This data will be compared to the turning movement counts for use in analysis of traffic float patterns. 1 - 3 Coordinate W/Police (StealthStat) The City of Dublin Division of Police will be contacted for coordinating road tube counts with Stealth Stat machine placement, as a means of both comparison between the data and supplemental speed data. 1 - 4 Report Graphics (volumes ~ speeds) A summary of the data will be prepared to provide a pictorial perspective of the traffic data. I Step 2 -Data Analysis 2 - 1 Warrants Analysis Signal and Stop Sign Warrant analysis will be conducted for key study area intersections. 2 - 2 Capacity Analysis Intersection capacity analysis will be conducted to identify existing Levels of Service. 2 - 3 Speed Analysis Speed analysis will be conducted to derive 85`h percentile and average speeds. 2 - 4 Travel Pattern Analysis The volume and travel speed patterns will be evaluated to derive an overall assessment of current traffic flows throughout the study area. This will provide the basis for recommendations on any additional traffic control measures on study area streets. These recommendations may include a traffic calming program for one or multiple streets. Step 3 - Report of Findings 3 - 1 Summary Report The analyses and recommendations from Steps 1 and 2 will be summarized and submitted to the City in a Report Format. Graphics will be prepared arith the intent of presentation to the Task Force. A draft report submittal will be submitted to the City for review and comment prior to submittal to the Task Force. 3 - 2 Report Submittal and Review Upon receipt of comments from the City, a Final report will be prepared. Step 4 -Improvement Options/Resident Survey and Analysis 4 - 1 Survey Mailings A survey form will be sent to study area residents, with the principal intent of soliciting preferences on types of traffic calming preferences. The survey form will be in a similar format to the survey forms sent to affected area residents on Tara Hill Drive. 4 - 2 Survey Analysis The survey findings will be summarized, and ranked by preference. 4 - 3 Conceptual Improvement Alternatives Schematic illustrations of alternative improvement options will be prepared and submitted for consideration by the City and the Task Force. These options will incorporate the recommendations identified in Step 3, along R~ith survey data responses. Up to five alternatives will be prepared. 2 4 - 4 Evaluate Modified Alternatives Upon review and comment by the City and Task Force, additional analysis will be conducted of modifications to the conceptual alternatives. This will include type and extent of traffic calming devices and/or other traffic control measures. 4 - S Recommended Improvement Location Plan Modified alternatives will be resubmitted to the City and Task Force for approval. This will also include recommendations on a preferred alternative. 4 - 6 Cost Estimates Opinions of probable construction costs will be prepared for the Location Plan identified in Step 4-5. Step S -Meetings Periodic meetings will be held with the City and Task Force, as outlined below. It is assumed that meetings with the task force will occur monthly during the course of one year. S - 1 Kick Off Meeting Meet with the City to discuss anticipated project schedule and project team member responsibilities. S - 2 Pre-Task Force Meeting w/City (6) Prior to meeting with the Task Force, R D Zande will meet with the City to discuss presentation materials and topics of discussion. S - 3 Meeting w/Task Force (6) Meetings will be held with the Task Force. It is assumed that the meeting contents will range from soliciting commentary and concerns from the Task Force members, to presentation of study findings. S - 4 Task Force Materials Preparation (6) Handouts will be prepared for each meeting to outline presentation materials by R D Zande. Additional copies will be made available for members of the public attending the meeting. It is assumed that 50 copies of the handouts will be prepared for each meeting. Informational displays (12 assumed) aTill also be prepared for the Task Force meetings as appropriate. S - S Project Administration This item will include miscellaneous coordination with the City, Task Force, and project team members throughout the course of the project. Proposed Base Fee Our proposed base fee for this comprehensive traffic calming study is $ 77,500.00. 3 Additional Items - If Requested by the Tara Hill Task Force 6 - 1 Accident Analysis (9 Intersections) Conduct traffic crash analyses of study area access locations along Coffman Road, Muirfield Drive, and Brand Road. A total of 9 intersections are assumed. 6 - 2 Public Meeting Notice Mailings (2) Send notice of public meetings to study area residents. Proposed Schedule We anticipate the study schedule to be eight months from authorization by the City.
