Passed .................................................................., ....................... vFau AN ORDINANCE ACCEPTING THE LOWEST AND BEST BID FOR THE HEATHER GLEN NORTH PARK DEVELOPMENT PROJECT, APPROPRIATING FUNDS THEREFOR, AND DECLARING AN EMERGENCY WHEREAS, after advertising and receiving bids on Monday, December 9, 2002 for the Heather Glen North Park Development Project, Council has determined that the bid submitted by Midwest Landscapes in the amount of $158,235.00 is the lowest and best bid for the project; and WHEREAS, this project is an approved Capital Improvement project; and WHEREAS, it is necessary to amend the annual appropriations measure to provide funding authorization for the project. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio,~of the elected members concurring: Section 1. That the bid submitted by Midwest Landscapes in the amount of $158,235.00 for the Heather Glen North Park Development Proj ect is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into a contract for the project as listed above, and as specified within the bid proposal and the City's bid documents on file in the Division of Grounds and Facilities. Section 3. That there be appropriated from the unappropriated balance in the Capital Improvements Tax Fund the amount of $166,000 to account number 401-0314-780- 2511 for the project. Section 3. That this Ordinance is declared to be an emergency measure necessary for the immediate preservation of the public peace, health, safety or welfare, and therefore shall be effective upon passage. This project is an approved Capital Improvement Program. The publicly announced base bid was estimated at $162,100.00. Seven (7) bids were received. Base Bid 1). Nadalin Company $178,000.00 2). Columbus Asphalt & Paving $161,600.00 3). Rockwood Builders $165,000.00 4). Midwest Landscapes $158,235.00 5). Miller Pavement $162,034.00 6). Downing Construction Corp $186,700.00 7). McDaniels Construction $205,300.00 This project consists of a park shelter, installation of a playground, bikepath and substantial amount of landscaping. Staff worked with surrounding residents on the plan and the Dublin Planning & Zoning Commission approved the design. RECOMMENDATION: Staff is recommending adoption of Ordinance #02-03, accepting Midwest Landscapes' base bid of $158,235.00.
