AN ORDINANCE ACCEPTING THE LOWEST AND BEST BID
FOR THE DUBLIN ARTS CENTER PARKING LOT PROJECT,
APPROPRIATING FUNDS THEREFOR,
AND DECLARING AN EMERGENCY
WHEREAS, after advertising and receiving bids on Tuesday, April 30, 2002 for the
Dublin Arts Center Parking Lot Project, Council has determined that the bid submitted by
Strawser Paving Company in the amount of $78,875.00 is the lowest and best bid for the
project; and
WHEREAS, this project is an approved 2002 CIP project; and
WHEREAS, it is necessary to amend the annual appropriations measure to provide
funding authorization for the project; and
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State
of Ohio, 5~ of the elected members concurring:
Section 1. That the bid submitted by Strawser Paving Company in the amount of
$78,875.00 is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into a contract for the
project as listed above, and as specified within the bid proposal and the City's bid
documents on file in the Division of Grounds and Facilities.
Section 3. That there be appropriated from the unappropriated balance in the Capital
Improvements Tax Fund the amount of $ 80,000.00 to account number 401-0314-780-2511
for the project.
Section 4. That this ordinance is declared to be an emergency measure necessary for the
immediate preservation of the public peace, health, safety or welfare, and therefore the
ordinance shall be effective upon passage.

Memo
On Tuesday, Apri130, 2002 bids were opened for the Dublin Arts Center Parking Lot . The funds
for this project were programmed in the Capital Improvements Tax Fund.
The publicly announced base bid was estimated at $87,955.00. Three (3) bids were received.
Base Bid
1). Strawser Paving Company $78,875.00
2). Columbus Asphalt Paving $90,490.00
3). Decker Construction Company $80,402.00
This project consists of earthworks operations, parking lot, entry drive and sidewalk installation at
the Dublin Arts Center.
Staff is recommending acceptance of Strawser Paving Company's base bid of $78,875.00. Strawser
Paving Company has previously done work for the City of Dublin and their work has been most
satisfactory.
