Clarke, Planning Director: ; + RE: Dominion Homes Rezoning (02-1222) SUMMARY: On October 10, 2002, the Planning and Zoning Commission approved a PCD, Planned Commerce District, development plan fora 35,000 square foot, second office building for Dominion Homes (02- 098DP). The proposed signage and a covered walkway between the two buildings did not meet the PCD development text standards, and the Commission could not approve them. On January 9, 2003, the Planning and Zoning Commission recommended approval of a follow-up PUD rezoning, covering both Dominion Homes parcels (02-122Z). A final development plan application was approved that provided details of the signage and walkway (02-123FDP). The site consists of two parcels, which are being combined into one PUD zoning category ("Dominion Homes PUD") with appropriate development standards. RECOMMENDATION: The application is being forwarded with a recommendation for approval with two conditions: 1) That the text be revised to incorporate the comments in this staff report regarding the height of the stone wall; and 2) That the text be revised to incorporate the comments of the Commission and applicant regarding ownership and signage changes, subject to staff approval. This acreage was formerly part of the Tuttle Crossing PCD and the Llewellyn Farms PUD. The following development standards are hereby established for the Dominion Homes PUD: 1. Generallnformation. The intent of the Dominion Homes PUD is to create and ratify a high quality office campus development, which consists of two parcels and two high quality, multi- story structures that anchor the northwest corner of Frantz Road and Tuttle Crossing Boulevard. The existing Dominion Homes headquarters' building (the "Headquarters") has frontage on Frantz Road, Tuttle Crossing Boulevard and ParkCenter Avenue. The Headquarters consists of three stories and approximately 39,000 square feet. The planned Dominion Homes customer center (the "New Building") will be anewly-constructed, two-story office building with frontage on Tuttle Crossing Boulevard only and will be located immediately west of the Headquarters. The New Building will consist of approximately 35,000 square feet. A Development Plan for the New Building was approved on October 10, 2002 by the Dublin Planning and Zoning Commission. The architecture of the New Building and the materials used thereon shall match those of the Headquarters. The landscaping, ponds, and newly-designed water feature along Tuttle Crossing Boulevard have and will continue to be the benchmark for premier landscaping features in the City of Dublin. These developments will complement the existing structures located in the Tuttle Crossing PCD and the Llewellyn Farms PUD. 2. Permitted Uses. In an effort to promote moderate scale office buildings along Tuttle Crossing Boulevard and to be consistent with existing buildings, permissible maximum density for the New Building fronting Tuttle Crossing Boulevard shall be 13,200 square feet per acre. In an effort to promote moderate scale office buildings along Frantz Road and to be consistent with existing buildings, permissible maximum density for the Headquarters fronting Frantz Road shall be 10,000 square feet per acre. 4. Signage and Graphics. a. All signs and graphics shall conform to §§153.150-153.164 of the Dublin Zoning Code unless otherwise herein stated. b. Number 1. A cumulative total of three ground signs are permitted for both the Headquarters parcel and the New Building parcel. 2. No wall signs are permitted. c. Location 1. Headquarters Parcel (i) One ground sign is permitted at the southwest corner of the Parkcenter Avenue and Frantz Road intersection. (ii) The existing Dominion Homes ground sign located at the entrance along Tuttle Crossing shall be removed. 2. New Building Parcel (i) One ground sign is permitted in the entrance island along Tuttle Crossing Boulevard. (ii) One ground sign is permitted as part of an entry feature and shall integrated with two waterfall features on the 170-foot long stone wall to be constructed along Tuttle Crossing Boulevard. d. Size 1. Headquarters Parcel (i) The existing ground sign at the southwest corner of the Parkcenter Avenue and Frantz Road intersection shall be allowed to remain as installed. New Building Parcel (i) The proposed ground sign in the entry island along Tuttle Crossing Boulevard shall be a maximum height of five feet above established grade, with a maximum sign face area of 11 square feet. (ii) The proposed ground sign on the stone wall entry feature shall be a maximum height of seven feet above established grade, with a maximum sign face area of 40 square feet. (iii) Future changes to either sign shall be in compliance with these Development Standards and the Dublin Zoning Code. e. Design 1. The design of all new ground signs shall consist of a sign face with a black background and white routed letters, all with a matte finish. 2. All future signs and/or changes to any existing sign shall be subject to the discretionary review of the Planning and Zoning Commission. f. In the event Dominion Homes no longer retains ownership of both the Headquarters and the New Building parcels, one of the signs permitted by these standards on the New Building parcel shall be removed within 30 days of such change in ownership. Following its removal, the Headquarters parcel shall have the right to install a second monument sign. All of the foregoing contained in this paragraph shall be subject to the Dublin Zoning Code, and new signage shall be subject to review and approval by the Dublin Planning and Zoning Commission. 5. Li htin . Except as otherwise herein stated: a. External lighting shall be cut-off type fixtures. b. All types of parking, pedestrian, and other exterior lighting shall be on poles or wall mounted cut-off fixtures and shall be from the same type and style. c. All light poles and standards shall be dark in color and shall either be constructed of dark wood, dark brown, black or bronze metal. d. Parking lot lights shall be no higher than 28 feet. e. All lights shall be arranged to reflect light away from any street or adjacent property. g. Direct or indirect glare into the eyes of motorists or pedestrians shall be avoided. h. All building illuminations shall be from concealed sources. i. No colored lights shall be used to light the exterior of buildings. j. Landscape lighting along Tuttle Crossing Boulevard shall be ground mounted with a low level of illumination. k. All lighting shall comply with the Dublin Lighting Guidelines. 6. Landscaping. a. All landscaping shall conform to §§153.130-153.139 of the Dublin Zoning Code. b. A 15-foot wide landscape easement between the two parking lots on the Headquarters parcel and the New Building parcel shall be established and maintained. 7. Covered Walkways. In accordance with the development of the New Building and to tie in a campus- like setting into the Headquarters' building, Dominion Homes shall be permitted to construct a covered walkway to connect the two buildings. The covered walkway shall be constructed in the location and with the dimensions described in Exhibit B. The walkway is permitted within the side yard setbacks described below, and is the only exception to be allowed within the minimum required setbacks. The owners of all property upon which the walkway is situated shall agree to jointly maintain the walkway in an attractive, well-maintained manner. 8. Fence/Walls. No fences are permitted. However, the 170-foot long stone wall along Tuttle Crossing Boulevard to be constructed along with the New Building is permitted with staggered wall heights of three and a half feet, five feet, and seven feet in the manner set forth on the Exhibit B. 9. BACKGROUND: On October 10, 2002, the Planning and Zoning Commission approved a PCD, Planned Commerce District, development plan fora 35,000 square foot second office building for Dominion Homes (02-098DP). The proposed signage and proposed covered walkway between the existing and proposed buildings did not meet the development text standards, and the Commission could not approve them. A development text revision (rezoning) is necessary and is part of this application. The site consists of two parcels: the recently approved building is located within Subarea C1 of the Tuttle Crossing PCD, and the original building is located in the Llewellyn Farms PUD, Planned Unit Development District. One planned district to cover both parcels is proposed. The rezoning application (preliminary development plan) would rezone both properties to a "Dominion Homes PUD." A revised final development plan application also has been submitted that provides details of the requested signage and walkway. Due to the minor nature of these improvements, the staff has combined them into one report. Dublin Planning and Zoning Commission Staff Report -January 9, 2003 Page 9 This preliminazy development plan and final development plan are subject to review under the PUD provisions of Section 153.056, and the Planning and Zoning Commission may approve or disapprove them, The Commission will need to vote on them separately. Following the Commission's recommendation on the rezoning application (preliminary development plan), a public hearing will be held at City Council, and a vote will be taken to approve or deny the rezoning petition. Atwo-thirds vote is required to overturn a negative recommendation from the Plaz?ning Commission. Thirty days after City Council approval, the zoning will take effect. Approval of the final development plan is contingent upon City Council approval of the zoning change. CONSIDERATIONS: Site Characteristics: • The site is 8.603 acres located at the northwest corner of Tuttle Crossing Boulevazd and Frantz Road. Two pazcels comprise the site: the eastern one of 5.643 acres contains the Dominion Homes headquarters, and the western pazcel of 2.96 acres is currently undeveloped (recently approved fora 35,000 office building). The overall site has street frontage along three streets: 430 feet along Parkcenter Avenue, 560 feet along Frantz Road, and 770 feet along Tuttle Crossing Boulevard. • To the north aze undeveloped land and the American Cancer Society building, zoned PCD and PUD, respectively. To the west is the AT&T (formerly IDI) office building, zoned PCD. To the east, across Frantz Road, is an office building, zoned PUD. To the south, across Tuttle Crossing Boulevard, is the Karric Square apartment complex (Columbus). Site Layout and Walkway: • The Dominion Homes headquarters was constructed in 1987, and it is not being altered. The site plan and building design for the second building were approved on October 10, 2002 (02-098DP). The only additional improvements proposed aze a segmented, covered walkway from one building to the other, and sign changes. • A covered pedestrian walkway is proposed to connect the buildings. It is to begin just north of the east entrance of the future building and will run eastwazd 80 feet across the parking lot to the property line, then run northward along the property line 80 feet, then 133 feet eastward to the west entrance of the Dominion Homes headquarters. The walkway breaks at all three parking lot drive aisles, leaving three uncovered sections. • The walkway structure may be attached to the building(s). Additional information is necessary to determine if a fire separation wall will be required between the walkway and the building(s). The walkway structure will also cross parcel lines. Either issue may require approval from the State of Ohio Board of Building Appeals. • Approximately eight parking spaces on the headquarters parcel will be displaced by the covered walkway and the vehicular connection between the two parking lots. The headquazters currently has 168 spaces. The Code requires 156 spaces. The recently approved building pazcel contains 155 spaces, and the Code requires 140. The cross access on the headquarters parcel is not shown on the proposed plan, and a revised staking plan should be submitted showing the cross access and the revised parking count. • The covered walkway consists of a six-foot wide concrete sidewalk, with a roof supported by stone columns along both sides. It would mimic the building materials of the existing and approved buildings, including wood shake roofing, stone columns, and cedar trusses. Dublin Planning and Zoning Commission Staff Report -January 9, 2003 Page 10 Signage: • The Code permits one sign for lots with frontage on one public street. Buildings on lots having at least 100 feet of frontage on two streets aze entitled to two signs, one facing each street. Given this, the Code permits two signs for the original headquarters site, and one sign for the second site. The proposal would "swap" the sign rights between the two sites. This proposal includes the removal of the existing 13.32 square-foot ground sign along Tuttle Crossing Boulevard on the headquarters property. The headquarters' existing ground sign at the intersection of Parkcenter Avenue and Frantz Road will remain. Two signs are proposed on the western site: a ground sign located in the driveway island and a second ground sign on the stone wall to be constructed along Tuttle Crossing Boulevard. The net result would be two signs located along Tuttle Crossing Boulevazd, and one sign at the corner of Frantz Road and Pazkcenter Avenue. • The Sign Code allows a ground sign of up to 50 square feet, with a total height above grade of 15 feet. Where two signs are permitted, the combined height cannot exceed 20 feet and combined area cannot exceed 66.6 square feet. A stone monument-style ground sign is proposed in the entry island for the western building, and it will be 16 square feet and five feet above grade. The second proposed sign will be located on the approved stone walUwaterfall feature along Tuttle Crossing Boulevard, and is 40 square feet, with a total height of seven feet. Both signs will consist of black painted wood with white routed letters reading "Dominion Homes". The sign to remain at the intersection of Frantz Road and Parkcenter Avenue has a sign face of 13.32 square feet, and has "Dominion Homes" white copy inside a white pinstripe and red return, on a dark blue opaque background. The sign base is stone, and the sign height is 5.16 feet above grade. The sign received a sign permit in 1997. • The sign and graphics section of the proposed text permits the specific proposal discussed above. Any future signs or changes to the signs must meet the development standazds and the Code, and will be subject to review by the Planning and Zoning Commission. Development Standards: • As part of this rezoning request, a new development text was created for the Dominion Homes PUD. The proposed development standards conform to the existing conditions on the headquarters site, and also to the recently approved second building, with allowances for the walkway and signage. • The permitted uses include the uses listed in the Suburban Office and Institutional District and the Office, Laboratory and Research District. The proposed text permits a maximum density of 13,200 square feet per acre for the second Dominion Homes parcel, which is consistent with the current PCD text. The text permits a maximum density of 10,000 square feet for the headquarters parcel. The approved building will have an actual density of 11,824 square feet per acre, and the density of the headquarters is actually 6,911 square feet per acre. • The proposed text permits a walkway to encroach into the minimum required setbacks on both parcels. The walkway will be jointly maintained if there are two property owners in the future. • The proposed text prohibits fencing, but permits a 170-foot long stone wall along Tuttle Crossing Boulevard. It will continue the premium gateway treatment exemplified by the headquarters' pond, landscaping, and building. The text should be revised to state that Dublin Planning and Zoning Commission Staff Report -January 9, 2003 Page 11 the wall height will have staggered heights of 3.5 feet, five feet, and seven feet to be consistent with the approved plan. Landscaping/Tree Preservation: The proposed covered walkway will be located adjacent to several landscape islands. Care should be taken to protect the existing trees. Tree protection fencing should be placed along landscape island areas throughout the walkway construction period. The landscape plan for the second building was approved with the development plan. A landscape inspection for the headquarters site was performed on November 20, 2002. A few minor replacement, screening, and maintenance issues (see attached Landscaping Inspection letter) were discovered, and should be addressed by May 1, 2003. The City will replace two missing street trees along Tuttle Crossing Boulevard in the spring of 2003. STAFF RECOMMENDATION: This preliminary development plan (02-1222) will provide an administrative improvement for the City. The requested signage keeps the appropriate number of signs permissible for the collective site, and. allows a walkway to connect the two office buildings. Staff recommends approval of the preliminary development plan with one condition: Condition: 1) That the text be revised to incorporate the comments in this staff report regarding the height of the stone wall. Bases: 1) The proposal complies with the PUD regulations. 2) The requested signage keeps the appropriate number of signs for the collective site. This final development plan (02-123FDP) will permit a covered walkway that is architecturally compatible with the two office buildings. The proposed signage is also compatible with the existing sign on the headquarters site. Staff recommends approval of the final development plan with three conditions: Conditions: 1) That this final development plan approval is contingent upon City Council's. approval of the preliminary development plan (rezoning) request; 2) That a revised staking plan be submitted showing the cross access driveway between the headquarters parcel and the recently approved building and the revised parking count for the headquarters parcel, subject to staff approval; and 3) That all missing or dying landscaping on the headquarters site be replaced by May 1, 2003. He left the meeting room. Kelly Dannenfelser said the Commission approved a development plan for a second Dominion Homes building in October. That proposal had two unresolved issues, a connecting walkway between the two buildings and two signs on the western parcel. She said these items did not meet the PCD development text standards, and the Commission could not approve them. This is a combined hearing of the text change through a revised PUD text and a final development plan. Ms. Dannenfelser said the 8.6-acre site contains two parcels on the northwest corner of Frantz Road and Tuttle Crossing Boulevard. The eastern parcel is within the zoned Llewellyn Farms PUD, and the western parcel is in the Tuttle Crossing PCD. She said this rezoning will remove those two parcels from their zoning districts and would create a new Dominion Homes PUD. Ms. Dannenfelser said the only improvements proposed are the walkway and Signage plan. The walkway begins at the east end of the recently western building, and zigzags to meet the eastern (headquarters) building. She said the covered walkway would consist of stone piers and a wood shake roof. She said the existing landscaping on the headquarters property is outstanding. Two signs are proposed on the western parcel, which has one street frontage and would normally be permitted one sign. One proposed sign is on the 170-foot front stone wall, and the other is in the entrance driveway. The headquarters has two existing signs. The sign near the Tuttle Crossing Boulevard entrance will be removed. The objective is to swap the sign rights between these two parcels. Both signs proposed have black backgrounds with white mounted letters on a matt finish, and the existing sign on Parkcenter Avenue is dark blue with Dominion Homes copy. Ms. Dannefelser said the preliminary development plan will be an administrative improvement and maintains the appropriate number of signs permissible for the collective site. Dublin Planning and Zoning Commission Minutes -January 9, 2003 Page 7 Mr. Zimmerman suggested that if the headquarters is sold or vacated in the future, the sign rights ought to revert back to the Sign Code requirements at that time. Ms. Boring said under the Code, the new building is technically only permitted one sign, and the headquarters would be allowed two signs because it has two roadway frontages. With this PUD, two signs were being permitted where normally they would not be permitted on a single parcel. Mr.. Ghidotti said they were requesting a single planned district, but the parcels will not be combined. Because the existing stone wall sign was an attractive element, they were requesting to keep it. The other sign was an entrance sign which was important to identify where vehicles needed to turn in from Tuttle Crossing. The wall sign is beyond the building entrance. Mr. Sprague suggested a condition that if owner vacates one of the properties, they would have to modify the sign package and revert back to whatever the Sign Code permits. Mr. Ghidotti referred to the staff report under signage where it stated that any future sign changes would require compliance with the development standards and review by the Commission. He said they had no objection to incorporating it. Ms. Clarke said in the proposed zoning text, the headquarters parcel (the largest of the two) will only be permitted one sign. There would not be the opportunity to add one unless the Commission wanted to vary from the text. Mr. Ghidotti said he understood. Mr. Ghidotti suggested a condition that any changes to this signage package will require approval by the Planning Commission. Ms. Boring asked if "changes" would include colors or name, i.e. any change whatsoever. Mr. Ghidotti said they were not even using the corporate colors, just black. If there is a corporate merger and a new name, he asked if the Commission wanted them to come back for approval. Ms. Boring said the Commission is concerned about purchase by a new company and sign changes then. She did not think a color change should require approval by the Commission, but a change in ownership should trigger it. Mr. Ghidotti said he would change the text for clarity. Mr. Zimmerman and Ms. Boring were only concerned about split ownership, and that one of the two signs would have to be removed from the Tuttle Crossing site. Mr. Ghidotti said the headquarters fronts on three roads. If there is split ownership, the text should say that one of the two western signs will be removed, and the headquarters parcel could then get a second sign. Mr. Zimmerman and Ms. Boring agreed on that text change. There was agreement that the sign change would be subject to staff approval. Mr. Gerber made the motion to approve this preliminary development plan because it complies with the PUD regulations and keeps the appropriate number of signs for the collective site, with two conditions: 1) That the text be revised to incorporate the comments in this staff report regarding the height of the stone wall; and Dublin Planning and Zoning Commission Minutes -January 9, 2003 Page 8 2) That the text be revised to incorporate the comments of the Commission and applicant regarding ownership and signage changes, subject to staff approval.
