Passed AN ORDINANCE ACCEPTING THE LOWEST AND BEST BID FOR THE COFFMAN PARK RESTROOMS PROJECT, AND DECLARING AN EMERGENCY WHEREAS, after advertising and receiving bids on Thursday, November 7, 2002 for the Coffman Park Restroom Facility Project, Council has determined that the bid submitted by Rockwood Builders, Ltd. in the amount of $209,000.00 is the lowest and best bid for the project; and WHEREAS, this project is an approved 2002 CIP project. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring: Section 1. That the bid submitted by Rockwood Builders, Ltd. in the amount of $209,000.00 for the Coffman Park Restroom Facility Project is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into a contract for the project as listed above, and as specified within the bid proposal and the City's bid documents on file in the Division of Grounds and Facilities. Section 3. That this Ordinance is hereby declared to be an emergency measure necessary to ensure the preservation of the public peace, health, safety and welfare, and therefore shall take effect and be in force immediately upon its passage. C'y~.a,.~.,, ~a,,.,,.i DATE: November 13, 2002 V INITIATED BY: Fred Hahn, Director of Grounds of Facilities RE: Coffinan Park Restrooms Facility Project -Ordinance 134-02 SUMMARY: On Thursday, November 7, 2002 bids were opened for the Coffman Park Restrooms Facility Project. This project is an approved Capital Improvement Program. The publicly announced base bid was estimated at $252,000.00. Six (6) bids were received. Base Bid Bid Alter. #1 1). Charter Hill Construction, Inc. $271,441.00 ($1,500.00) 2). Spectrum Builders Inc. $236,900.00 ($1,600.00) 3). INCA Enterprises Inc. $212,000.00 ($0,000.00) 4). Rockwood Builders LTD $209,000.00 ($1,000.00) 5). Greater Columbus Construction Inc. $214,500.00 ($1,500.00) 6). 2K General Co., Inc. $275,000.00 ($0,000.00) This project work consists of the demolition of the existing obsolete restroom and the construction of a new restroom facility at the same location. Bid alternates #1 was to fix a price per a deduct to the contract in case a "sleeve" was encountered under Coffinan Park Drive that can be utilized for running the new water line. No Council action is required on this alternate. RECOMMENDATION: Staff is recommending adoption of Ordinance no. 134-02, accepting Rockwood Builders LTD's base bid of $209,000.00. Rockwood Builders LTD's has received satisfactory references for similar type projects. Staff has reviewed their work on a previous project and found work to be satisfactory.
