AN ORDINANCE ACCEPTING THE LOWEST AND BEST
BID FOR THE BALGRIFFIN AND SANDY CORNERS PARK
DEVELOPMENT PROJECT IN THE CITY OF DUBLIN, AND
DECLARING AN EMERGENCY
WHEREAS, after advertising and receiving bids on Friday, August 23, 2002 for the
Balgriffin and Sandy Corners Park Project, Council has determined that the bid
submitted by Downing Construction Company in the amount of $529,998.00 base bid,
$36,500.00 alternate bid #2, and $17,000,00 alternate bid #3 is the lowest and best bid
for the project; and
WHEREAS, this project is an approved Capital Improvement project.
NOW, THERE~ORE, BE IT ORDAINED by the Council of the City of Dublin,
State of Ohio, of the elected members concurring:
Section 1. That the bid submitted by Downing Construction Company in the amount
of $529,998.00 base bid, $36,500.00 alternate bid #2, and $17,000,00 alternate bid #3
for the Balgriffin and Sandy Corners Park Project is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into a contract for the
project as listed above, and as specified within the bid proposal and the City's bid
documents on file in the Division of Grounds and Facilities.
Section 3. That this Ordinance is declared to be an emergency measure necessary for
the immediate preservation of the public peace, health, safety or welfare, and therefore
shall be effective upon passage.

SUMMARY:
At the September 3, 2002 Dublin City Council Meeting it was suggested to staff to visit and
evaluate the work product of Downing Construction Company. Staff did conduct site visits and
found their work to be satisfactory.
RECOMMENDATION:
Based upon both references from previous work and upon evaluating previous work, staff is
still recommending the acceptance of Downing Construction Company's bid for the Balgriffin
and Sandy Corners Park Development Project.

RE: Balgriffin and Sandy Corners Park Development Project -Ordinance 121-02
SUMMARY:
On Friday, August 23, 2002 bids were opened for the Balgriffin and Sandy Corners Park
Development Project. This project is an approved Capital Improvement Program.
The publicly announced base bid was estimated at $584,537.00. Four (4) bids were received.

1). Strawser Paving Co. $597,777.00 $49,620.00 $44,625.00 $ 9,420.00
2). Downing Construction $529,998.00 $49,975.00 $36,500.00 $17,000.00
3). Bale Contracting Inc. $669,000.00 $52,000.00 $49,000.00 $10,200.00
4). Wayne Builders Company $627,000.00 $50,000.00 $45,000.00 $10,000.00
This project consists of earth work operations, bikepaths, tennis court, (2) shelterhouses, (2)
playgrounds, site amenities and associated landscaping. Bid alternate #1 consist of rubberized
safety surfacing for one of the playgrounds, bid alternate #2 consist of perennial plant material
located throughout the project, and bid alternate #3 consist of cultured stone facing for pond
head wall and shelterhouse columns.
RECOMMENDATION:
Staff is recommending adoption of Ordinance no. 121-02, accepting Downing Construction
Company's base bid of $529,998.00, bid alternate #2 for $36,500.00 and bid alternate #3 for
$17,000.00. Downing Construction Company has received satisfactory references for similar
type projects.
