Passed AN ORDINANCE TO ACCEPT THE LOWEST/ BEST BID FOR THE DUBLIN ROAD BIKEPATH - MAIN LIBRARY TO EMERALD PARKWAY, AND DECLARING AN EMERGENCY WHEREAS, after advertising, receiving and opening one bid on August 2, 2002 for the Dublin Road Bikepath -Main Library to Emerald Parkway; and WHEREAS, Council has determined that the lowest and best bid for said project is from Strawser Paving Company in the amount of $687,971.00; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities; and WHEREAS, it is in the best interest of the City to execute this contract as soon as possible so that construction can be completed during favorable weather, NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, Ohio, of the elected members concurring: Section 1. That the bid from Strawser Paving Company in the amount of $687,971.00 be, and hereby is, accepted; Section 2. That the City Manager is hereby authorized and directed to execute a contract with Strawser Paving Company for completion of said project pursuant to the bid specifications and documents on file in the office of the City Engineer; Section 3. That this Ordinance be, and the same hereby is, declared to be an emergency measure for the preservation of the public peace, health or welfare of the residents of this City, and; therefore, this Ordinance shall take effect and be in force immediately upon its passage. Hammersmith, P.E., Interim Director of Engineering/City Engineer Date: August 15, 2002 Re: Ordinance No. 114-02 Project Name: Dublin Road Bikepath -Main Library to Emerald Parkway Project No. 02-007-CIP On August 8, 2002 one bid was received and publicly opened and read for the Dublin Road Bikepath -Main Library to Emerald Parkway project. The bid has been tabulated and reviewed by Engineering Division staff. The Engineer's estimate for this project is $675,000.00. Upon the introduction of this Ordinance at the August 12, 2002 City Council meeting, Council requested an exhibit be provided depicting the general scope of this project. An exhibit is attached for Council reference. Although their bid is approximately two percent greater than the Engineer's estimate, I recommend the award of this contract to Strawser Paving Company, the lowest and best bidder, whose bid was $687,971.00. Over the past several years, Strawser Paving has successfully completed public projects within the City of Dublin under the immediate supervision of the Engineering Division. They have performed well and as a result there are no concerns with them performing this project. The budgeted funds for this project are $675,000.00, which includes the acquisition of necessary easements. The additional funds necessary to accomplish this project are available from other Capital Improvement Program projects, such as the Southwest Area Traffic Calming -Phase 3 project, where the project cost is presently anticipated to be less than the 2002 budgeted funds. In addition, the success of the grant application for this project is not yet known, and if successful, would serve as additional project funding. Attached is an emergency ordinance for approval by City Council prior to awarding the contract to Strawser Paving Company. Emergency action is requested to allow the work to commence immediately and be performed during the remaining favorable weather in this construction season, so that all work may be completed by the project completion date of November 22, 2002.
