Passed AN ORDINANCE ACCEPTING THE LOWEST AND BEST BIDS FOR FITNESS EQUIPMENT AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR PROCUREMENT OF SAID EQUIPMENT WHEREAS, after conducting formal advertising and competitive bidding procedures for fitness equipment; and WHEREAS, Council has determined that multiple awards should be made to The Fitness Store, Star Trac and Berry's Barbell for said equipment on the basis of the lowest and best bids by item, in a total amount not to exceed $80,156.30. NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring: Section 1. That the following bids by item in a total amount not to exceed $80,156.30 are hereby accepted: The Fitness Store (Items 1-12) $24,872.50 Star Trac (Items 13 and 16) $34,190.00 Berry's Barbell (Items 14 and 15) $21,093.80 Section 2. That the City Manager is hereby authorized to enter into contracts with The Fitness Store, Star Trac and Berry's Barbell for the procurement of said equipment as specified above and within said bidder's bid proposals on file in the Division of Human Resources/Procurement. ('J ° Date: August 14, 2002 Re: Ordinance No. 111-02, An Ordinance Accepting the Lowest and Best Bid for Fitness Equipment SUMMARY: At first reading of this ordinance, a council member asked for information concerning what would happen to the fitness equipment being replaced pursuant to this bid. According to staff, those items, which are no longer useable, will be properly disposed of. There are a few pieces of equipment which do remain useable but which are being replaced due to their age and because they do not provide the level of fitness that newer equipment would provide. Unfortunately, there is no room at the facility for the continued use of this outdated equipment. Rather than disposing of it, the City will be holding it in storage to determine if it could be salvaged for employee use at the new Service Center. RECOMMENDATION: Staff recommends approval of the ordinance on second reading. Harding, Director of Human Resources/Procurement Attached for your consideration please find Ordinance No. 111-02 accepting multiple bids for fitness equipment for the Division of Recreation Services and authorizing the City Manager to enter into a contract for the purchase of such equipment. Also attached for your reference, please find a copy of the bid tabulation form. This bid project involves the purchase of a variety of fitness equipment to replace various existing equipment items used in the fitness/wellness area of the Recreation Center. Bids were solicited on a price per unit basis for sixteen (16) different types of fitness equipment categorized in two (2) general equipment classes: Selectorized Weight Equipment and Cardiovascular Equipment. Estimated quantities were provided for each type of equipment, however, such estimates were provided on a "more or less" basis with the understanding that such estimates were not necessarily indicative of the actual quantities to be ordered under a resulting contract. The City's bid documents included detailed specifications for each type of equipment, however, alternate bids were permitted, provided that such bids contained a detailed description of all deviations from the City specifications, and that the proposed equipment met the stated needs of the City. As reflected in the attached bid tabulation, the City received bid proposals from the following vendors: • The Fitness Store • Berry's Barbell and Fitness Equipment Co. • Star Trac Fitness • Universal Fitness & Leisure, Inc. • Life Fitness • Cybex International As part of the bid evaluation process, Staff analyzed the relative merits of making multiple awards as opposed to one single award. The City's bid documents contain provisions reserving the City's right to make either a single award or multiple awards, based upon an assessment of what would be ui the City's best interest. A single award would be made on the basis of the lowest and best overall composite bid; multiple awards would be made to several bidders on the basis of the lowest and best bid per item. Based upon the detailed analysis of the bids submitted, Staff believes it would indeed be in the City's best interest to make multiple awards. By making multiple awards, the City would obtain all required items at a lower cost than by making a single award. Therefore, Staff recommends that Council adopt the attached legislation authorizing multiple awards as identified below: The Fitness Store (Items 1-12) $24,872.50 Star Trac (Items 13 and 16) $34,190.00 Berry's Barbell (Items 14 and 15) $21,093.80 The total amount of all awards, given the actual quantities to be ordered, would be $80,156.30.
