Form No. 30043 Ordinance No. ~_n~~ Passed • 20 AN ORDINANCE ACCEPTING THE LOWEST AND BEST BID FOR RECREATION APPAREL AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR PROCUREMENT OF SAID APPAREL, AND DECLARING AN EMERGENCY. WHEREAS, after conducting formal advertising and competitive bidding procedures for miscellaneous recreation apparel; and, WHEREAS, Council has determined that the bid submitted by Embroidery Design, based upon the prices within the bidder's proposal on file within the Division of Human Resources/Procurement, is the lowest and best bid. NOW, THEREFORE BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, J~' of the elected members concurring: Section 1. That the bid submitted by Embroidery Design for the above referenced apparel, based upon the bidder's proposal on file within the Division of Human Resources/Procurement, is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into a contract with Embroidery Design for the procurement of said apparel as specified within said bidder's bid proposal on file in the Division of Human Resources/Procurement. Section 3. That this Ordinance is declared to be an emergency necessary for the immediate preservation of the public peace, health, safety or welfare, and emergency action is necessary in order to have the recreation apparel available for seasonal recreational programs. Therefore this Ordinance shall take effect immediately upon passage. Passed this ~ day of , 2002. Harding, Director of Human Resources/Procurement Attached for your consideration, please find Ordinance No. 50-02 accepting the lowest and best bid for recreation apparel and authorizing the City Manager to enter into a contract for the procurement of said apparel. Also attached for your reference is a copy of the bid tabulation. This bid project involves the purchase of a variety of apparel for seasonal recreation staff and spring/ summer recreation program participants. Bids were solicited for various items based on an estimated quantity of 3,500 items. Apparel items, on which bids were sought, include the following: • Silk Screen & Embroidered T-Shirts • Sweatshirts • Embroidered Jerseys • Hats • Polo Shirts • Mock Turtlenecks Twenty-one (21) vendors were invited to participate in the bid process and, as reflected in the attached bid tabulation, the City received bids from the following vendors: • American Impressions •Massenelli Associates • Cintas Corporation • Ochsendorf • Creative Imprints • Promotional Response • Embroidery Design Group • Soccer Unlimited • Kingston Corporate Apparel As noted in the attached bid tabulation, the bid proposals submitted by Soccer Unlimited, Ochsendorf, Kingston, American Impressions, Promotional Response, and Massenelli contain significant irregularities/deficiencies and, therefore, staff is recommending rejection of these bids. The bid proposal submitted by Creative Imprints contains some vagueness/ambiguity in pricing but at this point probably does not warrant rejection. (Whether or not this bid is rejected is inconsequential in that this bid is not the lowest bid.) The bid proposals submitted by Cintas Corporation and Embroidery Design are in full compliance with the City's bid specifications and requirements. Given the bid proposals submitted by Cintas ($33,871.06) and Embroidery Design ($31,440.43), the bid from Embroidery Design is the lowest and best bid. Staff, therefore, recommends acceptance of the bid submitted by Embroidery Design. Although Ordinance No. 50-02 has not been drafted as emergency legislation, Staff will request emergency action at the second reading on Apri122, 2002. Emergency action will be necessary at that time in order that the required apparel can be obtained prior to the start of the applicable spring/summer recreation programs.
