AN ORDINANCE AUTHORIZING THE PURCHASE OF AN APPROXIMATELY 31.049 ACRE PARCEL LOCATED AT 6199 HOUCHARD ROAD, COUNTY OF FRANKLIN, STATE OF OHIO FOR THE PURPOSE OF ACQUIRING ADDITIONAL PARKLAND AND FUTURE ROADWAY EXTENSION, AND APPROPRIATING FUNDS THEREFOR. WHEREAS, a goal of City Council is to continue to acquire parkland for recreation and open space purposes; and WHEREAS, the City plans to continue the expansion of Darree Fields and provide for the future extension of Shier Rings Road; and WHEREAS, a 31.049 acre tract of land located at 6199 Houchard Road is available from a willing seller; and WHEREAS, the City desires to enter into an agreement to purchase the property located at 6199 Houchard Road, in the County of Franklin, State of Ohio as described in the attached Exhibit "A", for the amount of $640,107.00; and WHEREAS, it is necessary to amend the annual appropriations measure to provide funding authorization to purchase this property, NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring: Section 1. The City Manager is hereby authorized to execute a Real Estate Purchase Agreement and any necessary closing documents related to the acquisition of 6199 Houchard Road. Section 2. There be appropriated from the unappropriated balance in the Capital Improvements Tax Fund the amount of $325,000 to account 401-03-14-780-2550 (Transportation Projects) to fund fifty percent (50%) of the purchase cost of this property. The remaining fifty percent (50%) will be funded utilizing the allocation appropriated for land acquisition in the 2002 Operating Budget. Section 3. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law. Purchase of this property will allow for expansion of Darree Fields and the future proposed extension of Shier-Rings Road. Total purchase price for this 31.049 acre parcel is $640,107. Of this total acreage, 26.716 acres of the parcel is "usable" land, and 4.333 acres are limited in use due to various easements. Cost per acre of the 26.716 acres was negotiated at $22,500/acre and the 4.333 acres containing easements was negotiated at $9,000/acre (40% of 22,500). Fifty percent (50%) of this project will be funded using funds appropriated for land acquisition in the 2002 Operating Budget. This ordinance is requesting that funds be appropriated to the Transportation Projects account to cover the remaining fifty percent (50%) of the purchase price. Please note that Section 2 of Ordinance 59-02 appropriates $325,000, which is slightly more than fifty percent of the total cost. This additional funding is to cover various closing costs that may arise.
